Description
Range Radar Replacement Program (RRRP) Sources Sought Closing Date: 13 Mar 2009 The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Instrumentation Management Office (IMO) in partnership with the Electronic Proving Ground (EPG), Yuma Test Center (YTC), White Sands Missile Range (WSMR), and Aberdeen Test Center (ATC) anticipates numerous requirements for the design, development, testing, qualification, production, delivery, integration, training, fielding and support of radar and radar related instrumentation as part of the Radar Replacement Program (RRRP). These include long range instrumentation quality tracking sensors, close-in support sensors positioned at a missile launcher or firing platform for small high velocity objects, wide area surveillance sensors that provide airspace management and terminal event sensors optimized to support end-game data collection on sub-munitions, debris fields, and high resolution event data. Sources sought may address available products and technologies to produce a complete system to provide new test capabilities to fully support all current and emerging test customer requirements while simultaneously reducing the overall radar fleet life cycle costs. It is critical that these new test capabilities reduce operational cost through remote control operation and smaller crew size requirements. It is desired that this system be used to replace as many of the current range radars currently in use at EPG, YPG, WSMR, and ATC. PM ITTS is the lead for the acquisition of this capability. 1. Prime Contractor work. Work requested includes the design, development, testing, information assurance, production, delivery, integration, training, fielding and logistics support of state-of the-art Radar sensors and Radar Operations control center required as an instrumentation system for DOD test ranges. The instrumentation system is required to track, receive, process, display and record real-time or near-real time data up to secret level by individual sensors. Sensors shall be operated remotely from within the control center and also with the capability of stand alone operations. 1a. Contractors shall describe the architecture and integration approach for various state-of- the art radar sensors and control center for the range radar replacement program. Contractors shall describe recommended sensor instrumentation components (either in-house developed or vendor supplied), upgrades or modifications required, developments, and how these and other efforts that meet or exceed the requirements as set forth in the updated RRRP Test Capability Requirements Document. The contractor shall describe their past performance and capabilities considered analogous to the RRRP. Contractors shall submit additional information describing partnering arrangements to meet RRRP requirements. 2. Contractors shall indicate if they are a large or small business (if small, please indicate any applicable socio-economic status such as Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), etc.), if they are interested in participating as the prime contractor or as a subcontractor, and if they are planning to team with other companies for this contract. 3. This sources sought is one of the tools that is being used to complete market research to determine whether this procurement will ultimately be a small business set aside or a full and open competition. 4. Contractors shall submit a capability statement that provides the information requested. Capability statements should not exceed twenty (25) pages inclusive of the cover sheet.
