Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is 263-2009-(KH)-00041and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. Delivery and acceptance will be at Bethesda, Maryland. Because of a staff shortage, The National Institutes of Health, National Institute of General Medical Sciences (NIGMS) intends to procure for its Grants Administration Branch (GAB) support services with a qualified contractor with knowledge of NIGMS CBCB and MORE programs, and NIH grants management policies, including award processing procedures. Contractor will develop and revise guidelines, instructions and policy or procedural documents for use by CBCB/MORE or other GAB staff. Review complex grant application budgets and make recommendations on costs in accord with staff priorities. Institute funding strategies and applicable cost principles, review grant applications for administrative or compliance concerns and work with relevant parties to resolve issues in a timely manner, including appropriate file documentation as record of review. Serve as a resource to program and other Institute staff and respond to inquiries from grantees regarding grants issues and, in particular, matters specific to CBCB and/or MORE initiatives. The period of performance will be from the date of award to September 15, 2009. The North American Industry Classification (NAICS) Code is 561990. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provisions at 52.212-2, Evaluation Commerical Items, if applicable. Specific evaluation criteria are: (1) Ability to meet technical requirements and (2) Prior efforts of similiar scope and complexity. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commerical Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions Commerical Item, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commerical Items, applies to this acquisition. The response must include the prompt payment discount erms; the Dun & Bradstreet number (DUNS), the Taxpayer Identification Number (TIN) and the Offerors Business size. The offeror must be registered in the Government's Contractor Registry System. Note: www.ccr.gov All responsible sources may submit a response, which if timely received, shall be considered by the agency.
