Description
The Naval Research Laboratory (NRL) intends to negotiate contracts on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1), only one responsible source. NRL is conducting a ONR funded program to provide a comprehensive, field-deployable fluid analyzer, capable of analyzing mineral and synthetic based lubricating oil and hydraulic fluid and fuel in a single instrument, to the Autonomic Logistics Program of the US Marine Corps. This program will capitalize on previous ONR and NRL investment to extend the capability of the existing Portable Fluid Analyzer (PFA). The PFA incorporates the FluidScan oil condition monitor from Foster Miller and the LaserNet Fines particulate monitor from Lockheed Martin. Presently, the PFA has the capability of measuring debris size distributions and classifying debris particles greater than 4 micrometers according to wear type or external contamination type, as well as measuring fluid properties such as free and dissolved water, base number, glycol, the presence of incorrect fluids and viscosity. Each subsystem has to be expanded individually to provide fuel analysis capability in the integrated PFA. This expansion will add the capability of identifying the fuel type and its usability, which includes identifying and quantifying particulate and biological contamination, quantifying free and dissolved water and identification of the presence of adulterants. NRL will negotiate with both Lockheed Martin, 1210 Massillon Road, Akron, OH 44315-0001, and Foster Miller, 195 Bear Hill Road, Waltham, MA, 02451, for the award of two separate contracts to achieve this requirement. in support of this program to provide the necessary software and hardware modifications to their subsystems and the PFA. The Portable Fluid Analyzer is a developmental instrument that analyzes lubricating oil and hydraulic fluid in the field. It was developed at NRL with ONR funding and contractor support from Lockheed Martin and Foster Miller. The system has been used by deployed Marine forces and other military personnel to assess machinery health and fluid condition. Continued development of this highly specialized equipment to include a fuel analysis capability is urgently needed to meet operational requirements for equipment deployed in support of theater operations. The Portable Fluid Analyzer and LaserNet Fines monitor are manufactured by Lockheed Martin and the technology is proprietary to Lockheed Martin. FluidScan is a developmental oil condition monitor technology that was developed by Foster-Miller. The technology is proprietary to Foster Miller.
