- This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services, Fish Ecology Division located in Seattle, WA on a sole source basis with ASL Environmental Sciences, Inc. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide quantity of 2 each Single Frequency Acoustic Water Column Profiler (AWCP5-200). These profilers built by ASL Environmental Sciences are instruments being use to conduct fishery acoustic research off the Columbia River at the bottom of the ocean in 40 and 90 m of water. NMFS has conducted a fishery acoustic research study in 2008 using these Acoustic Water Column Profilers and has proven that these profilers are very effective in very harsh environment. In 2009 NMFS will conduct the same exact research using the same instruments to collect data so that the integrity of research study will not be compromised. The government intends to negotiate a firm- fixed price contract with delivery date of no later than March 30, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
