- The U.S. Army Corps of Engineers, Honolulu District, has a firm-fixed price commercial service requirement to provide all management, labor, equipment, tools, materials, and supplies to complete the archaeological monitoring during construction and emergency data recovery (EDR) project related to the Palau Compact Road Construction (PCRC). The Government pursued A Justification and Approval citing 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. International Archaeological Research Institute (IARI) is the proposed sole source firm. The Government intends to issue a purchase order to fulfill this requirement. IARI is the only source to accomplish this project due to the remaining work required. Two of the final reports are almost in final form (99%) while the remaining two are about 75% complete. The latter 2 reports await inclusion of the laboratory results from the extended last six months of monitoring and EDR. SCOPE OF WORK: The required services shall include, but not limited to, the compilation of a Work Plan (WP) which may include a sampling plan for the remaining laboratory analyses; complete familiarization of all archaeological work performed to date on Palau and other island nations in this region of northwest Pacific Ocean, including Yap, the Caroline Islands, the Northern Mariana Islands, and the southeastern Asian insular seaboard; coordination of data from previous cultural resources studies and other written sources from the region; data and laboratory analysis; interpretation and synthesis of data from this project with other projects; and preparation, compilation and completion of all four reports under preparation by IARI. It shall be the responsibility of the Contractor to provide for acceptable laboratory, storage, and curation facilities that are in compliance with Federal regulations and policies. The Contractor shall also arrange for the safe and secure transfer of all cultural material collected from the field and archival facilities for this project from IARI laboratory in Honolulu and Palau to its own laboratory and curatorial facilities. Consultation with the U.S. Army Corps of Engineers Archaeology contract manager (ACM) and the ROP Historic Preservation Officer (HPO) shall also be used as general guides for developing the WP. The Contractor shall report weekly on work progress, prepare a letter report after completion of laboratory analyses, and submit draft and final summary report(s). The total project schedule is three hundred (300) calendar days after award of purchase order.
