- Market Survey for Family of Shaped Charges: M3A1 40 Lb Shaped Demolition Charge and M2A4 15 Lb Shaped Demolition Charge This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submitted will be held in a confidential status. Shaped Demolition Charge primary use is for boring holes in earth, metal, masonry, concrete, and paved and unpaved roads. When the charge is detonated, the explosive is converted to a compressed gas. The gas exerts pressure in the form of a shockwave. The main charge converts the shaped liner into a high speed jet charge, which penetrates the target. The manufacture of shaped charge requires special skills and facilities. Melt pour loading of high explosives is a critical technology. Critical skills include laboratory personnel, explosive operators, quality assurance, environmental, and research and development. Critical facilities include temperature controlled cooling bays, melt pour systems, real time x-rays/x-ray technicians. X-rays are important to determine whether the melt-pour casting is free of cracks, voids, porosity, or separation. Defects can cause malfunctioning of the charge. M3A1 40 lb Shaped Demolition Charges (NSN: 1375-00-088-6691) penetrate reinforced concrete to a depth of about 5 feet, with the diameter of the hole tapering from 3.5 inches at the mouth. This charge consists of approximately 29 pounds of Composition B (or Insensitive Composition B equivalent), which is loaded using a melt-pour process. It also contains a 0.11 pounds Composition A-3 booster charge. Both the Comp B (or Insensitive Comp B equivalent) and Comp A-3 will be provided as Government Furnished Material. The explosive charge is enclosed in a sheet steel container with a steel cavity liner and a tin plated steel closing cap. The shaped charge assembly also has a carrying strap made of cotton webbing and a detachable three-legged steel pedestal. The charges are covered in a barrier material and packed in wooden boxes. M2A4 15 Lb Shaped Demolition Charges (NSN: 1375-01-023-7994) penetrate reinforced concrete to a depth of about 2.5 feet, with the diameter of the hole tapering from 2.75 inches at the mouth. This charge consists of approximately 11.5 pounds of Composition B (or Insensitive Comp B Equivalent), which is loaded using a melt-pour process. It also contains a 0.11 pounds of Composition A-3 booster charge. Both the Comp B (or Insensitive Comp B equivalent) and Comp A-3 explosive will be provided as Government Furnished Material. The explosive charge is enclosed in a molded fiberglass container with a glass cone liner and a tin plated steel closing cap. The shaped charge assembly also has a carrying strap made of cotton webbing and a detachable molded fiberglass standoff. Each charge with the standoff is packed in a fiberboard box with foam cushions. Then the fiberboard box is put in a barrier bag. 4 charges are packed in a wooden box. Interested companies should respond by providing the government the following information: a brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria) and availability. The NAICS code for this contract is 325920 with a business size standard 750 employees. Please indicate your business size in your response. Interested companies should provide minimum and maximum production capacity of all the items listed above (and if manufacturing resources are shared with other item/production lines). Additionally, it is requested you provide the Minimum Procurement Quantity (MPQ) required for economical production. A respondent to this survey should be able to show adequate technical and manufacturing capability and satisfactory past performance in the explosives industry. A respondent to this market survey must have available a majority of the skills and facilities that are required to manufacture these items. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate and should describe his or her ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the criteria. Interested companies should also include a Rough Order of Magnitude (ROM) for a quantity of 1,000 of each item listed above for individual contracts and one consolidated contract. All contractors interested in this future solicitation must be registered in the Central Contractor Registration Database. Interested parties have 30 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for these items.
