- This is a Market Survey for the FAA Operational and Integration Support for the En Route Automation Modernization Program. Requirements include providing air traffic control subject matter experts (SME) to participate in formal testing of ERAM builds, analyze discrepancy and problem reports, and to support on-site ERAM test and training activities at the 20 en route air traffic control centers. Contractor will perform operational functionality testing of ERAM with legacy interfaces (e.g., TMA, URET, FDIO, and STARS/ARTS) and the develop air traffic control operating procedures for ERAM. Contractor will provide on-site support during transition, training, and post-implementation including supporting operational functionality testing, developing fallback and failure recovery procedures, supporting on-site training developers in creating, debugging, correcting, and validating ERAM transition training scenarios. Contractor will analyze national resource requirements to support training, assessing training needs and the training of National Cadre members.The responses to this market survey will be used for informational purposes only. This is not a screening Information Request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any costs associated, with preparation, in response to the market survey submission is solely at the interested vendor's expense.This acquisition is planned to be a 100% Small Business set-aside contract award. The principal North American Industry Classification System (NAICS) code for this effort is 541990, Standard Size $7.0M. The Period of Performance is planned from contract award through December 31, 2010. The estimated value of the contract is approximately $8,000,000.The FAA anticipates that the following labor categories are necessary to meet the requirements of the scope of this work.1)Sr. Management Consultant2)Air Traffic Control Specialist I3)Air Traffic Control Specialist 24)Sr. Human Factor Specialist 5)Operations Research Analyst The FAA is seeking interested sources that are capable of providing the requirements described in the attached Statement of work to respond to this market survey. Respondents to this market survey must include the number of ERAM Subject Matter Experts (SMEs) available and level of experience in each of the following areas:SME experience at testing ERAM system in test environment and/or on-site FAA ARTCC.SME experience in testing ERAM interfaces with legacy programs (e.g., URET, TMA, ARTS, and STARS).SME experience in developing site-specific ERAM test plans. SME experience at identifying and documenting ERAM site-specific and national problem reports. SME experience in developing and validating ERAM AT operational procedures.SME experience at developing and evaluating ERAM training materials.SME experience at debugging and validating site ERAM training scenarios.SME experience at developing and participating in on-site ERAM transition activities at FAA ARTCCs. Responses must be limited to not more than 10 pages and include a completed Business Declaration Form (See Attached). The Business Declaration Form does not count in the page count. All pages for the submissions, except for the Business Declaration Form, must conform to the following format: minimum 10 point font, 1 inch margins, single sided, no foldouts, and be on 8.5 X 11 size paper.
