February 11, 2009 Directorate of Contracting SUBJECT: Request for Proposal for W9124L-09-T-0016, Apply Army Approved External Foam Tent Insulation, Fort Sill, Oklahoma. All Concerned: 1. Attached are questions that were submitted in reference to W9124L-09-T-0016 Apply Army Approved External Foam Tent Insulation, and the Governments response to these questions. 2. If you should have any further questions, please contact Karen Warner, Contract Specialist at (580) 442-3904. Apply Army Approved External Foam Tent Insulation W9124L-09-T-0016 Questions and Answers: Question 1: If we use the recommended GACO Western A-32/A-32 R acrylic coating do we still need to submit documentation for government toxicity clearance since it has already obviously been approved for use? Answer: Yes Question 2: The type of coating is specified but not the thickness or usage rate. Could you please tell me how much coating you are expecting? The solicitation says two coats but that is very subjective. Answer: Per the existing SCOPE OF WORK posted for W9124L-09-T-0016: Contractor shall provide all services, materials, supervision, labor and equipment, for the application of a minimum of 2 inch of external foam insulation / acrylic weather coating materials on extremities of temporary structures at Fort Sill, Oklahoma AND - Average foam thickness of 2 inches with a minimum of 1.875 inches and a maximum of 2.125 inches allowing for a deviation of 0.25. - Apply two topcoats of Tan color acrylic elastomeric coating (GACO Western A-32/A-32 R or EQUAL) to provide enhanced protection against environmental conditions. Question 3: Can I get a copy of the sign-in sheet from the pre-bid meeting FAXED or e-mailed to me. Answer: The sign-in sheet will be attached to these questions and answers. Question 4: Regards to the subject solicitation, line item 004 of the proposal for pricing is for Contractor Manpower Report: unit price. Please clarify this line item. Answer: ACCOUNTING FOR CONTRACT SERVICES The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: l. https://cmra.army.mil/. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officers Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollar paid this reporting period (including sub-contractors): (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (The Army Requiring Activity is responsible for providing the contractor with its UIC for the purpose of reporting this information.; (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the Unites states and nearest city, county, when in a overseas location, using standardized nomenclature provided on website; (12) Presence of deployment or contingency contract language; and (13) Number of contractor and sub-contractor employees employed in theater this reporting period (by country). Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website.
