- The purpose of this market survey is to identify to the Government potential Small business sources interested in this procurement as either the Small Business prime contractor or a subcontractor.. This contract will establish the requirements for level of effort base contract of one year, with one year option, for the acquisition of PPSS. The scope of this requirement includes all of the tasks involved in validating and supporting the security posture for software mission applications supported by SEC across the Department of Defense (DoD). This effort consists of but is not limited to support to those software applications that are the software products or deliverables of a program that are fielded to already accredited platforms and enclaves. The intent of this effort is to provide security accreditation support for approximately 100 (IA) (C&A)s over two years, that is 50 efforts are projected for each year, and the Government estimates that each C&A effort will take on average 0.5 man years for (DoD) SMA systems. Information Assurance accreditation is the official management authorization to operate an information system or network and is based, on the formal validation of the degree to which a system implements a prescribed set of Information Assurance (IA) controls or requirements. The intent of this effort is to provide security accreditation support for (DoD) SMA systems. Consistent with the Defense Federal Acquisition Regulation Supplement (DFARS) 252.239-7001, Information Assurance Contractor Training and Certification, the contractor shall ensure that personnel accessing information systems have the proper and current information assurance certification required to perform information assurance certification and accreditation in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program as implemented by Army policy and Best Business Practice (BBP). Consistent with Army policy, new personnel may perform work on this task order for up to six months while they are being trained and certified as long as they are under the proper supervision of a properly trained, certified, and experienced person from the contractors staff. The Contractor shall meet the applicable information assurance certification requirements, including 1) DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M; and 2) Appropriate operating system certification for information assurance technical positions as required by DoD 8570.01-M. 3) Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions. 4) Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions. 5) The Armys implementation of the above requirements for Information Assurance Training, Certification, and Workforce Management, are found in AR 25-2, Information Assurance, and the associated Army Best Business Practice for Information Assurance Training, 05-PR-M-0002. The minimum requirement for personnel working on this particular task order is that they shall meet, at a minimum, the training and certification requirements outlined for IA Management Level II for those performing validation of non-technical controls and IA Technical Level II for personnel performing verification and validation of technical IA controls for AIS systems.
