Description
SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION (Not a Notice of Solicitation) The United States Air Force, 88th Air Base Wing, Wright-Patterson AFB; Ohio is seeking potential sources to provide strategic planning, business analysis and program management support for the Defense Production Act (DPA) Title III program. These service efforts are anticipated to require secret security clearances for all personnel in support of Department of Defense and Air Force organizations. The Air Force anticipates eventually conducting a competitive acquisition for this award. This effort is expected to be a basic effort with two one-year options. The options will be exercised on an U. S. Government Fiscal Year basis. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, or a woman owned business. All interested firms shall submit information demonstrating their capabilities to perform the work herein described including U. S. Government security clearance level for its organization and its personnel. The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and with its affiliates; and the annual receipts does not exceed $6M. The Air Force reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set aside decision. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. The Air Force does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Air Force for any purpose. Capabilities package: All interested firms shall submit a capabilities package that explicitly demonstrates capabilities and expertise related to this effort. Capability package requirements are to be presented electronically. Additionally, the response should include the firms understanding of DOD and Air Force organizational structure, roles and responsibilities.
