Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-09-T-5257, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. NAICS 334511 applies. The Small Business Competitiveness Demonstration Program is not applicable. Military Sealift Fleet Support Command (MSFSC), Virginia Beach, VA intends to award a firm fixed price purchase order for services: for USNS Shasta for the following:. The requested period of performance for the above service is 02 March 09-26 April 2009. Location is Guam Shipyard, Santa Rita, Guam. Statement of Work: Request services of an OEM authorized company to attend the USNS SHASTA Navigation Systems with OEM parts, perform initial “as found” operational tests, perform OEM recommended grooms, provide and install worn parts, calibrate and tune to optimum performance, attend Dock anad Sea Trials (1 day not over night, may depart when Pilot departs) and prove navigational equipment operation in the presence of the MSCREP, Chief Engineer and Captain on the following equipment.. 1.Ship’s ECDIS (Electronic CGART Display and Information System): MFR: TRANSAS 1 EA.Transas Navi Sailor 3000 ECDIS-I 1 EA. Floor-Mount Console (For Master ECDIS), 1 EA. A. Perform OEM recommended annual service: replace all wear parts, seals, gaskets, operational test, clean, check, tighten, groom system components 2. 2 EAFuruno type GP90 Navigator 2 each- 3. 1 EAAIS Univerdal Furuno Model number FA1502 1 each 4. 2 EAFuruno type RD30 Remote ECDIS Display- at following locations • Bridge • Tower a.No noted problems 5. 1 each Ship’s Marine Radar ARPA/ Furuno S Band Radar: (10-cm radar) Mfr:Furuno Model:FAR2827 A.. 2 Year OEM Recommended Service: Perform OEM recommended 2-year service; replace all wear parts, belts, seals, gaskets, magnetrons, lubricate, renew transmission fluids, operational test, clean, check, tighten, groom system components, tune and adjust for optimum performance 6..Ship’s Marine Radar ARPA X-Band Radar (3 cm Radar): Mfr:Furuno Model:FAR2827 A.2 Year OEM Recommended Service: Perform OEM recommended 2-year service; replace all wear parts, belts, seals, gaskets, magnetrons, lubricate, renew transmission fluids, operational test, clean, check, tighten, groom system components, tune and adjust for optimum performance. 7GMDSS Satellite System: Mfr: GMDSSFuruno Suite Qty:One (1) System Includes the following equipment: Furuno: SSB FS2570 DSC Watch Receiver MF/HF DSC Terminal DP6 (printer) Model BS-100/6 Printer- Furuno- PP-510 SSB Radio telephone IB-583 1 each Felcom 15 INMARSAT C- Furuno with Printer- 2 each SARTS ACR/SR103 3 each 16/6 Survival Radios RC1825 2 each VHF 8800 Furuno Radios 1 each Navtex-NX700B 1 each Weather fax- DFAX-214 Provide and replace weather fax-5 antenna NOTE: noted problem with weather fax, repair required. 1 each Epirb 406 ACR SAT2:- replace battery and release mechanism. Note: For Bidding purposes: Replace three additional VHF whip antennas in regards to GMDSS suite and VHF Radios. A.Annual OEM Recommended Service: Perform OEM recommended annual service; replace all wear parts, lubricate, operational test, clean, check, tighten, groom system components, tune, align and adjust for optimum performance. Remove and replace new weatherproofing on all antennas on equipment listed above, Provide Annual GMDSS certification/Radio Survey. Replace batteries on VHF radio power supplies. Note: Provide resolution LRIT requirement to MSFSC rep in relation to equipment already in place on board. Provide a quote to install this requirement separate from this service order. 8. 2 each VHF Bridge to Bridge Radios ICOM ICM502A2 : Perform OEM recommended maintenance 9..INMARSAT B Antenna Systems: Mfr: INMARSAT B Saturn NERA B Qty:Two (2) Systems A.3-Year OEM Recommended Service: Perform OEM recommended 3-year service; replace all wear parts, including belts, feed horn cable, azimuth and elevation motors, lubricate, operational test, clean, check, tighten, groom system components, tune, align and adjust for optimum performance. B. Contractor shall give SCO a 24 hour notice prior to shutting down either INMARSAT B systems. Both Antennas to be checked in both Dial on demand and Lease Mode. C. Note: known problem with Spare INMARSAT B “No gyro input”, Indentify and correct problem within scope of this service order. 10 1 Each Fathomter: Echo Sounder FE-700 Qty: One (1) Each A. 3-Year OEM Recommended Service: Perform OEM recommended 3-year service; replace all wear parts, Replace fluid if required – lubricate operational test, clean, check, tighten, groom system components, adjust for optimum performance B. Remove and Clean transducer, conduct operational test during trials. Insure transducer is re-installed. per manufacturer specifications. 11. Course Recorder: Mfr: Raytheon Type DR235-N Qty: One (1) Each A. 3- year OEM Recommended Service: Perform OEM recommended 3-year service; replace all wear parts, pen alignment, lubricate operational test, clean, check, tighten, groom system components, and adjust for optimum performance 12. Speed Log: MFR: Doppler Speedlog DS80 A.2-Year OEM Recommended Service: Perform OEM recommended 2-year service; replace all wear parts, refill ink, pen, seals, belts, gaskets, operational test, clean, check, tighten, groom system components, tune and adjust for optimum performance. B. Remove-clean inspect transducer, conduct operational test during trials. Insure transducer is re-installed per manufactures specifications. 13 SSAS Transas: Sat 101 Satamatics A.As part of the GMDSS survey conduct operational test in conjunction with Ships navigator, and SSAS Administrator, SRA Tel: 904-223-7739 ext. 201. Renew weather proofing on antenna. Replace battery. Battery last replaced 7/07 14. Gyro system. Qty: Two (2) Anschutz, Standard 20 110-222 Note: Known problem with Gyro NO. 1- at one time there was a 30 degree error then it settled. Qty One (1) Gyro Synchro interface- Gyro systems Co. Provide the MSCREP with a complete and comprehensive service report on navigation equipment and systems including conditions “as found” and “as released” with all parts/components renewed and future maintenance and repair recommendations.
