- Contracting Office Address FEDERAL AVIATION ADMINISTRATION, AJA-47, FAA Headquarters The Federal Aviation Administration (FAA) issues this market survey seeking industry sources to acquire approximately 100 Low Power/High Power Distance Measuring Equipment (DME) systems. The FAA expects to release a Screening Information Request (SIR) during the 3rd quarter of FY2009 that will require a product operational capabilities test as part of the selection process. Contract award is expected before the end of CY 2009. The new procurement is needed to satisfy new/unfilled national airspace systems (NAS) requirements. The purpose of this market survey is to gain awareness of industry capabilities and determine what commercial products already exist that meet or exceed DME requirements contained in the attached Performance Specification Distance Measuring Equipment (DME) FAA- E-2996. There are several new requirements in FAA-E-2996 that include a high power capability, the International Civil Aviation Organization (ICAO) requirement for peak power density at the transponder antenna to be at least minus 103 dbW/m2 which was calculated by the government to be equal to minus 94dBm of output power at the input of receiver, and have the capability to adjust the power minus 4dBs in steps of minus 1dB at the output of the transmitter. No National Airspace System operational requirements have or will be changed and no research and development is envisioned for this procurement. Informal industry discussions indicate that multiple sources of commercial products may be available that meet or exceed these new requirements. Interested industry sources must submit responses that demonstrate their DME systems satisfy the requirements of the DME performance specification. Integrator/Team responses are welcome. Three copies are requested. The following technical information is requested: 1.Technical data, as appropriate, to demonstrate that available commercial products meet or exceed the DME specification; fifteen (15) page limit. 2.Vendor corporate history, relevant contract experience that demonstrate ability to produce DME products and demonstrate ability to deploy these DME products in accordance with the attached Statement of Work; Five (5) page limit. 3.Comments on FAA-E-2996; no page limit. Responses containing only company brochures, catalogs or other type generic information will be considered unresponsive. For the above criteria, all experience indicated shall include relevant experience over the last three years, including a brief description of the work performed, the contract number, the identification of the Government or commercial agency for which the work was performed (identify all efforts performed as a subcontractor); and the name, title and telephone number of the Contracting Officer. For market survey purposes, only, interested industry sources must submit 1) their pricing for products that meet or exceed the DME specification and 2) their company's Business Size Standard and Socio-Economic Status. The North American Industry Classification System (NAICS) code for this requirement is 334511, Distance Measuring Equipment (DME), Aeronautical, manufacturing. All submissions received by the FAA will be treated as Proprietary Information unless otherwise requested by the individual submitter. Inquiries and responses received within thirty (30) days after the publication date of this notice will be considered. Inquires and responses must be submitted not later than Thursday, March 12, 2009, 12:00, Noon, Eastern Standard Day Light Savings Time (ESDLST). The FAA is not seeking or accepting unsolicited proposals at this time. They are not desired and will not be accepted. This announcement is not a request for proposals. The FAA shall not be liable for any costs associated with the preparation of responses to this request for information/market survey, nor reimburse or otherwise pay any costs incurred by any party responding. Electronic, telephonic and telegraphic responses will not be accepted. A determination by the Government not to open the requirements to competition based upon response to this is solely within the discretion of the Government.
