Description
The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make a single award for the provision of Advanced Occupational Education, Cosmetology Program for the inmate population at the Federal Correctional Complex, Coleman, located at 846 N. E. 54 th Terrace, Coleman, Florida. The contract provider must be an established Florida Cosmetology school that meets the minimum educational requirements as established by Section 477.019(2)(c)2, Florida statutes, thereby providing legitimate employment opportunities for inmates/students upon release. The instructor must meet the teacher certification requirements for the state of Florida, have at least one year's experience in a related field, and have an extensive knowledge of teaching the areas related to the 1,200 hour program. The instructor shall instruct by lecture, demonstration, and project assignments, develop and administrate classroom evaluation, and submit grades in accordance with the established educational procedures similar to those in the community. The instructor shall instruct inmate students for an estimated thirty (30), one (1) hour sessions per week, typically between 8:00 a.m. and 3:00 p.m., Monday through Friday, excluding federal holidays. Maximum estimated annual one hour sessions is 1,500. The contract shall consist of a base year with four (4) twelve (12) month option periods for renewal. The solicitation will be made available on or about February 17, 2009 and will be distributed solely through the General Administrations Federal Business Opportunities website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The anticipated date for receipt of quotes is March 17, 2009. Anticipated date of award is April 15, 2009. This will be a full and open competitive procurement. All responsible sources may submit a quote which will be considered. Faith-Based and Community-Based Organizations can submit offers/bids equally with other organizations for contracts for which they are eligible.
