Description
Fire Detection System It is the Government's intention to negotiate on a sole source basis with Tyco Simplex/Grinnell to furnish all plant, labor, equipment and material necessary to properly inspect service, clean, maintain, monitor and repair if necessary the complete fire detection system and portable fire extinguishers located at the U.S. Army Corps of Engineers Buffalo District & Black Rock Lock The existing system was originally installed by Tyco Simplex/Grinnell and contains computerized/programmed/proprietary equipment accessible only to said company. Due to customized equipment and computer programmed software information presently used within the system other companies cannot access the necessary programs to successfully repair and revise the system as may be necessary. The fire detection system consists of a main control panel (Simplex Model 4100) which was originally installed in 1991, and a secondary control panel (Simplex Model 4010) originally installed in 2003. Both panels were modified in 2006 and upgraded to Model 4100U. Buildings 3, 4 and 5 are wired into the panels using underground conduit and cable. Each system is of the Class A type and incorporates cross-zone verification. Also a series of fifty-two (52) portable fire extinguishers are located thought the faculty to aid in incipient stage fire fighting. All fire extinguishers require an annual inspection and testing in accordance with NFPA 72D. Most extinguishers are of the ABC type and contain 10 pounds of extinguishing agent. This notice of intent is not a request of competitive proposals. However, all submittals received by the due date of February 18, 2009 will be considered by the Government. This notice represents the only official notice of such solicitation. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining weather to conduct a competitive procurement. The NAICS code for this requirement is 561621 and the small business size standard is 12.5 million.
