- Department of the Treasury, Internal Revenue Service (IRS), Field Operations Branch Northeast (OS: A: P: B: N), 290 Broadway, 3rd Floor, New York, NY 10007- USA intends to enter into a 100% Small Business Set-Aside Commercial Item Procurement using Simplified Acquisition Procedures. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 05-19. This requirement falls under the North American Industry Classification System Code 812930. This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6 of the FAR as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Under this solicitation quotes are being requested and a written solicitation will not be issued. The solicitation number is TIRNE-09-Q-00027, which is being issued as a Request for Quotation. Specifically, the Internal Revenue Service (IRS) 600 Arch Street facility in Philadelphia, PA, has a commercial services requirement for parking lot spaces. These services will be issued for one base year and three option years – The base year is tentatively scheduled to start (12) month period starting April 1, 2009 and end March 31, 2010. Questions regarding this acquisition must be submitted only via e-mail at: irs.moseley@irs.gov no later than February 20, 2009, 3:00 pm EST. Award for all items under this solicitation will be made to one responsive/responsible vendor only. Contractor must also be registered in the Central Contractor Registration (CCR) at www.ccr.gov in order to be awarded this contract. (1)SCOPE OF WORK - The Internal Revenue Service (IRS) requires 47 parking spaces 24 hours a day within the immediate two block radius of 600 Arch Street, in Philadelphia, PA. This will additionally require, on a semi annual basis, the issuance of parking permits and a garage keycard for each assigned parking space for individuals to enter and exit the parking facility. Lost, or stolen garage keycards must be replaced within 3 business days. The contract will be issued for 1 base year and three option years. (1.1)The contract requires 47 single parking spaces. Four of these spaces must be for four oversized vehicles. (1.2)The parking facility must be located within a two block radius of 600 Arch Street, in Philadelphia, PA. (1.3)The Contractor shall provide parking spaces to the IRS at all times 24 hours a day, 7 days a week throughout the life of this contract. (1.4) The Contractor shall provide semi annual parking permits and a garage keycard for each assigned parking space for individuals to enter and exit the parking facility. (1.5) The Contractor shall replace any inoperable, defective, damaged, lost, or stolen garage keycard within 3 business days. (1.6) In the event that an IRS employee does not bring his/her garage keycard to work, then such employee must obtain a daily parking ticket to enter the garage. (1.7)The Contractor shall accept the validated tickets and no charges are to accrue for same person. Validated tickets will reflect: IRS account number, employee's name, date, and the signature of a designated person authorized to perform validations. If the ticket is not validated, the Contractor shall charge the employee the current daily rate. (1.8) The Contractor shall provide transaction reports for any garage keycard assigned to the IRS, if requested or approved by a designated IRS employee. (1.9)Any leaks, ditches, obstructions found in our parking spaces shall be repaired within 30 days of notice by a designated IRS employee. (1.10) If for any reason, the IRS reserved spaces are not available (i.e., construction, repair) the Contractor shall notify the IRS 30 days prior to any disruption and shall re-allocate new parking spaces within the same facility. (2) DELIVERABLES (2.1) The Contractor shall provide the following deliverables found in sections (2.2), (2.3), and (2.4) to the designated contact person, Linda Young, Budget Analyst located 600 Arch Street, room 6224, Philadelphia, PA 19104, two weeks after the awarding of the contract. Deliverables in section (2.5) are to be provided on a monthly basis. (2.2) The Contractor shall provide the IRS with any written documentation of policy and procedures for the parking facility that are applicable to the IRS within 2 weeks of contract award. (2.3)The Contractor shall provide the IRS with current diagrams that identifies the location of each parking space in the parking facility within 2 weeks of contract award. (2.4) The Contractor shall provide the IRS with current legible floor plans of the facility that clearly distinguish entrances and exits as well as fire escapes. (2.5)The Contractor shall provide monthly invoices specifying the complete billing period with breakouts for each month. All invoices should be sent directly to the following address: Internal Revenue Service, Beckley Finance Center, P.O. Box 9002, Beckley, WV, 25802. A copy should also go to Linda Young, Budget Analyst, at 600 Arch Street, room 6224, Philadelphia, PA 19104. (2.6)The Contractor shall provide semi annual parking permits to the Internal Revenue Service at least two weeks prior to the expiration of current parking permits. (3)PERIOD OF PERFORMANCE - The period of performance shall be for four year(s): Base Year: April 1, 2009 thru March 31, 2010 Option Year One: April 1, 2010 thru March 31, 2011 Option Year Two: April 1, 2011 thru March 31, 2012 Option Year Three: April 1, 2012 thru March 31, 2013 (4)QUALIFICATIONS - The Contractor parking facility shall be located within a 2 block radius of 600 Arch Street facility in Philadelphia, PA, 19104. (5)INVOICING All Contractor invoice instructions, procedures, documentation, and routing shall be executed in accordance with all Government, Treasury, and IRS regulations. Contractor invoices shall be in hard copy (to be mailed) to Linda Young, Budget Analyst, at 600 Arch Street, room 6224, Philadelphia, PA 19104. The contractor shall also provide invoices in accordance with IRS guidelines to: the Internal Revenue Service, Beckley Finance Center, P.O. Box 9002, Beckley, WV, 25802. (7.2) The Contractor shall procure and maintain, during the entire period of performance under this contract, the following minimum insurance coverage. (7.2a)Comprehensive General Liability $500,000 per occurrence. (7.2b) Workmen's Compensation: As required by Federal and State worker's compensation and occupational disease statutes. (7.2c) Employer's Liability coverage: $100,000, except in states where worker's compensation may not be written by private carriers. (7.2d)Other as required by State Law (7.3) The Certificate of Insurance shall provide for at least 30 days written notice to the Contracting Officer by the insurance company prior insurance company prior to cancellation or material change in policy coverage.
