Description
The government intends to negotiate a Firm Fixed Price type purchase order for Lodging and Hotel Conference Services in accordance with FAR part 13.5 (Clinger-Cohen), in support of the Naval Expeditionary Logistics Support Group, Williamsburg, VA. The services are required for the berthing of mobilized Reservists. The NAICS Code is 721110 - HOTELS (EXCEPT CASINO HOTELS) AND MOTELS, FSC V230, SIC 7011 and size standard of $7.0 million. The hotel shall be able to accommodate all persons in a single facility. The hotel shall be within 10 driving miles of 593 Mayfield Street, Williamsburg, VA. 23185 (The base and the hotel are the 2 primary training locations and trainers must be able to transit quickly between the 2 locations). The hotel shall be within short walking distance of retail businesses (a variety of fast food and sit-down restaurants, grocery store, pharmacy, bank with ATM, dry cleaner & shoe repair at a minimum). The hotel shall provide personal convenience! s in each room (microwave, mini refrigerator, coffee maker, ironing board and iron, internet access, hair dryer, at a minimum). The hotel shall provide a large meeting space in a class room style format for command presentations, training, and various briefs for 500 individuals. Hotel shall be equipped with meeting facilities to accommodate an Administrative Office, Command Duty Office, Medical Oversight Office, Supply Office, and 4 conference rooms to accommodate training and breakout/meetings for 75 to 100 participants on a daily basis. Hotel shall have audio support and equipment for conference rooms (podium and microphone at a minimum) The hotel shall provide complimentary hot breakfast to commence prior to normal operating hours as required to accommodate and support training schedule. The hotel shall be able to accommodate daily breakfast, lunch, and dinner meals as needed when training is conducted at the hotel. The hotel shall have free local telephone service. The hotel shall have a 24-hr business center. The hotel shall have personal laundry facilities on site. The hotel shall be at least three star quality. The hotel shall have a 12 hour cancellation policy if requirements change. The hotel shall have internet access in Administrative Office, Command Duty Office, and Supply Office. The hotel shall allow the Contract Office or authorized party to add or delete rooms one week before or after any of the dates outlined in the above CLINS based on requirement changes. Additional Requirements: The hotel facility shall be FEMA approved and listed on the U.S. Fire Administration Hotel and Motel Nat! ional Master List found at http://www.usfa.fema.gov/hotellsearch.cfin.=20. The hotel facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C.12101 et.Seq.). The periods of performance are 17 April 2009 through 3 June 2009; 1 May 2009 through 3 June 2009 and 5 June 2009 through 7 July 2009. All dates are subject to change due to scheduling changes. The solicitation number is N00189-09-R-0016 and will be issued on or about 27 February 2009. This requirement will be advertised unrestricted. By submission of a quotation, the offeror acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during the performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the CCR database will make an offeror ineligible for award.
