- This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Pacific Marine Environmental Laboratory located in Seattle, WA on a sole source basis Eppley Laboratory Inc. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide the following supplies to NOAA: 1.) quantity of 15 each Precision Spectral Pyranometers, Model PSP, Short Wavelength Solar Radiation Sensors (0.285 to 2.8 um), and 2.) Quantity of 5 each, Precision Infrared Radiometers, Model PIR, Long Wavelength Solar Radiation Sensors (3.5 to 50um). These are sensors that measure Long and Short Wavelength solar radiation used on remotely moored ATLAS buoys. These buoys are part of large international effort to monitor ocean and atmosphere conditions in equatorial regions of the Atlantic, Pacific and Indian Oceans. The ATLAS/ARM plastic PBT (PolyButylene Terephthalate) case, or sensor body is proprietary to Eppley's design and can only be used with Eppley sensor elements. The analog-to digital electronic circuit boards used inside both the model PIR and PSP to interface with the Atlas data logger were specifically designed by NOAA PMEL Engineering for use with Eppley sensors. The government intends to negotiate a firm- fixed price contract with delivery date of no later than July 15, 2009, FOB Destination. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
