- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code for this acquisition is 511210. The reference number for this Request for Quote (RFQ) is HM1575-09-T-0003. The National Geospatial Intelligence-Agency has a requirement for Secure Web software licenses and annual maintenance as outlined below. NGA plans to solicit and award a firm fixed price contract under FAR Part 12 and 13 for Brand Name Secure Web. This is a 100% Set-Aside for Small Business. The statutory authority of the test program for commercial items (Section 4202 of the Clinger Cohen Act of 1996 and FAR 13.501). The Secure Computing Corporation owns the proprietary rights to the software code for the Secure Web products associated with this requirement and only Secure Web and their authorized resellers can provide this product/service. The requirement is for BRAND NAME: 1.) Secure Web Reporter Premium software licenses and maintenance support (10K -19K users, QTY: 15,000 each, P/N: WWWRP-10K-19K-12. 2) Secure Web Smartfilter software licenses and maintenance support (10K -19K users, QTY: 15,000 each, P/N: SFCL-10K-19999-12.. The period of performance is for twelve (12) months after date of award. The Secure Web software and its maintenance referenced in this posting are proprietary products of the Secure Computing Corporation. This combined synopsis/solicitation is issued on a sole or limited sources basis due to the agency’s need for web monitoring/reporting solutions. BRAND NAME acquisition is due to the compatibility of specific hardware and firewall devices and software currently being utilized by NGA and which are part of an approved Certification and Accreditation Package. The Secure Web reporter Premium and Secure Web Smartfilter software and maintenance support is the only product that fulfills the form, fit, and function requirements of NGA at this time. Delivery is FOB Destination to National Geospatial – Intelligence Agency (NGA) Reston, NGA/SISCI, MS P-098, ATTN: Ricky S. Clay, Reston, VA 20191. Total cost shall also include any shipping and handling. The Government reserves the right to cancel this solicitation, with no obligation to the vendor by the Government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition.
