- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-29. This announcement constitutes the only solicitation and a written solicitation will not be issued. This combined synopsis/solicitation, NAICS code 334516, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following specifications, under the simplified acquisition procedures. This action is designated as a 100% small business set-aside. Prospective offeror’s are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a Request for Quotations (RFQ) The Food and Drug Administration (FDA) intends to award a purchase order to acquire a Digital Microscope. Due to the nature of the research being conducted for anti-coring properties of Huber needles, the Contractors equipment must meet the Technical Specifications as outlined below. Please reference the specifications listed below before submitting offers on this solicitation. SPECIFICATIONS: A digital microscope is needed as an essential component to be utilized as a testing apparatus for the field investigation of Huber needles’ anti-coring property. It is essential the microscope possess a large depth of field for evaluation purposes and contractors may submit offers for new or demo model equipment, providing the equipment meets the desired specifications. The digital microscope must conform to the following key specification: 1. Magnification, at least: 6 to 320 times. 2. Depth of Field, at least: 13.3 to 0.25 mm for magnification of 20 to 160 times. 3. Light Source: Metal Halide Arc. The depth of field (DOF) is the portion of a scene that appears sharp in the image. Although a lens can precisely focus at only one distance, the decrease in sharpness is gradual on either side of the focused distance, so that within the DOF, the sharpness is greater for under normal viewing conditions. The lighting of the research subject is critical for observations of nearly transparent objects such as silicone cores that we are trying to see in our present research. State-of-the-art light sources use Metal Halide Arc lighting which produces a light beam with a spectrum almost identical to the normal sun light.
