Description
The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for animal care and laboratory services. Contractors will be required to provide housing, feed and care for up to 75 non-human primates (consisting of a fluctuating mix of approximately 25 infant and juvenile chimpanzees and approximately 50 Old World and New World non-human primates) and an estimated 50 other small animals consisting of rats, mice, rabbits, Guinea pigs, hamsters, ferrets or other small animals. Contractor will perform routine procedures on these animals in accordance with information provided in protocols developed by the NIAID. ABSL-2 and ABSL3/ABSL3-Ag practices, containment equipment, and facilities are required. Potential offerors that do not have the ability provide the services for Chimpanzees may submit a proposal for the other non-human primates (50) and other small animals (50) provided they meet the requirements for ABSL2 and ABSL3/ABSL3-Ag practices, equipment, and facilities. Contractors must have or must be able to obtain an AAALAC International file number, an OLAW Animal Welfare Assurance number, USDA R Registration (Class “R” Research), and approval from the USDA to perform ABSL3-Ag work with the required agents. In addition, the contractor will be required to deliver clinical specimens, drawn fresh daily from the animal, intact, on wet ice, to the Bethesda/Rockville, MD area within 2 hours after having been drawn or to store specimens at -70° and ship on dry ice as required by the protocol. A multiple award, IDIQ contract for one year with the option for four additional years is anticipated. The solicitation will be available for download on or about February 26, 2009.
