- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). This procurement is for Algorithm Support Level 2 Maintenance Agreement for three dosimeter configurations (smoke, amber and red). Includes the following: (1) Upgrades to the Stanford Dosimetry PC Algorithm Application. (2) Revisions to report layout. (3) Performance review. (4) Telephone support. (5) QA review-Quarterly review of QA test results. (6) Data investigations-written report on up to five results per quarter. (7) Algorithm revision-minor revisions/enhancements to existing algorithm. This is an intention to Sole Source to limited sources. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-29 (effective 19 January 2009) and Defense Federal Acquisition Regulation Supplement change notice 20090115. FAR 52.212-4 and 52.212-5 apply to this acquisition. WAWF procedures also apply. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52.212-2, Evaluation - Commercial Items, applies. Technical capability will be evaluated by how well the proposed product meets the government requirement instead of predetermined sub-factors. Evaluation Basis for Award: Award will be made to the offeror who has the lowest priced, technically acceptable proposal. It is the offeror's responsibility to be familiar with applicable clauses and provisions. The period of performance is 1 Mar 2009 through 28 Feb 2010, FOB Destination, Brooks City-Base, TX. The NAICS Code is 511210; the size standard is $25.0M. The type contract anticipated is firm-fixed price. A due date of offers will be 1:00 PM, Central Time, 24 February 2009. This procurement is being conducted using other than full and open competition procedures. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals.
