Referance #: DHQCSD09MPC0122 The Defense Information Technology Contracting Organization (DITCO), Contracting Division, Net-Centric Services Branch, Hardware/Software Section (DITCO/PL8322), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source contract to Hewlett Packard, for the purchase to sanitize, de-install, pack, ship, un-pack, re-install, and ensure proper operation of the XP24K Disk Array from DISA ISO San Antonio to DECC St. Louis. Sole source is required to maintain the HP warranty. Contract award cannot be made to any contractor not enrolled in the Department of Defense (DOD) Central Contractor Registration (CCR) program. Disk Array: XP24k Relocation ISO San Antonio to DECC St. Louis (SN: 45281) Complete Procurement Request Number: CORAS 530425 JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I, as the Contracting Officer, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. JUSTIFICATION 1. Agency and Contracting Activity: (FAR 6.303-2(a)(1)) Agency: Defense Information Systems Agency (DISA) Computing Services P.O. Box 4598 Greenwood Village, CO 80155-4598 Contracting Activity: Defense Information Technology Contracting Organization (DITCO) Scott Field Office 2300 East Drive Scott AFB, IL 62225-5406 2. Nature/Description of Action(s): (FAR 6.303-2(a)(2)) This project will relocate the XP24K Disk Array (SN: 45281) from San Antonio to DECC St. Louis in support of the Rapid Access Computer Environment (RACE) workload as well as new customer workload. A firm-fixed price contract is anticipated. 3. Description of Supplies/Services: (FAR 6.303-2(a)(3)) The vendor, Hewlett Packard, will Sanitize, De-Install, Pack, Ship, Un-Pack, Re-Install and ensure proper operation of the XP24K Disk Array (SN: 45281) from DISA ISO San Antonio to DECC St. Louis. Model Number Description Qty HP XP24000 Disk Array 1-5 Frame Cabinets 1 4. Identification of Statutory Authority: The agency’s requirement is for a specific make and model. Acquisition using other than full and open competition under the authority of 10 U.S.C. 2304(c)(1). FAR 6.302-1 also applies. 5. Demonstration of Contractor’s Unique Qualifications: (FAR 6.303-2(a)(5)) (1). Introduction The existing XP24K Disk Array (SN: 45281) located at San Antonio is currently being maintained by the original awarded vendor, Hewlett Packard. The products and services meet the storage functional objectives stated by the customer and DISA. The proposed solution meets all interface and communications requirements set forth by DISA. (2). Because the existing XP25K Disk Array system was awarded to Hewlett Packard, this vendor has unique and detailed knowledge of the current system and proposed solution and the equipment configuration management requirements for successful movement and migration of this asset. (3). Award to any source other than Hewlett Packard would result in voiding the current warranty on the asset and resulting in additional costs to DISA. Savings will be realized by not replacing the existing array, which cost over $200k to replace and is still fully functional, scalable, and supportable. (4). Accordingly, as stated in items 1, 2, and 3 above, Hewlett Packard is the only vendor capable s anitizing, De-Installation, Packing, Shipping, Un-Packing, Re-Installation and ensuring proper operation of the XP24K Disk Array (SN: 45281) from DISA ISO San Antonio to DECC St. Louis without interruption of services.
