- DRAFT SOLICITATION - COMBINED SYNOPSIS/SOLICITATION F2U0109037A001 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, No. F2U0109037A001 issued as a request for quotation (RFQ). This acquisition is 100% set-aside for small business. This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This acquisition is unrestricted; NAICS: 721110; SIC: 7011; Size Std.: $7 million. The contractor shall provide 212 hotel rooms in accordance with the dates and times below in support of the 2009 Luke Days Open House/Air Show, Luke AFB, AZ. Hotel shall be in compliance with AFI 34-236 which governs acceptable standards as directed by a public health official. Hotel shall be within 11 miles driving distance of Luke AFB, AZ 85309. Hotel shall have restaurants within a walking distance of ½ mile. Of the 212 rooms needed, the hotel shall provide a minimum of eighty-five (85) suite rooms for four (4) nights, 18-22 March 2009. At a minimum, all rooms shall be double occupancy, to include two (2) queen size beds. Rooms shall be used for various air show performers and invited guests. Description of the requirement: CLIN 0001 Contractor shall provide nine (9) Rooms for five (5) Nights, 18-23 March 2009; CLIN 0002 Contractor shall provide one (1) Room for four (4) Nights, 18-22 March 2009; CLIN 0003 Contractor shall provide eighty-eight (88) Rooms for four (4) Nights, 18-22 March 2009; CLIN 0004 Contractor shall provide three (3) Rooms for three (3) Nights, 19-22 March 2009; CLIN 0005 Contractor shall provide seventy (70) Rooms for three (3) Nights, 20-23 March 2009; CLIN 0006 Contractor shall provide forty-one (41) Rooms for two (2) Nights, 20-22 March 2009. Period of acceptance of offers: the offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for the receipt of offers. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items applies to this solicitation. The provisions at FAR 52.212-2 Evaluation - Commercial Items applies to this solicitation, for the purposes of this clause the blank is completed as follows: (a)...: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: (1) Price: Award will be made to the lowest evaluated offer that meets the requirements of the solicitation. (2) Ability to meet the technical capabilities of the items specified. The Government reserves the right to make an award based on initial offers received without discussions of such offers. Evaluation will be based on low price technically acceptable within the requirements outlined in this combined synopsis/solicitation. Offerors shall include with the submission of their offer a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order--Commercial Items applies to this acquisition.
