Description
Space and Naval Warfare Systems Center Pacific (SPAWARSYSCEN PACIFIC)intends to award a Firm Fixed Price contract on a Sole Source basis to theAustralian Government, Department of Defence, Defence Science andTechnology Organisation. Authority for other than full and open competition is10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and noother supplies or services will satisfy agency requirements. This requirementisfor software license and installation, help desk, enhancement, and trainingsupport for a software product used for computer network defense.Specifically,the software to be purchased is a security threat detection, incident analysis,and investigation product specifically designed to provide the data capture,detection and analysis tools to assist in managing a large complex securityenvironment. The software being procured provides unique real time fusionand correlation of network status and intrusion detection information with 100%packet inspection and the capability to provide automated alerts of potentialnetwork attacks with the capability to detect so called "zero day" attacks at agreatly reduced false alarm rate. SSC Pacific intends to purchase this licenseand related services to accommodate demonstration and evaluation of thisunique real time attack visualization tool as such the license and supportprocured will run from date of award through September 30, 2009 and will allowfor concurrent use of the software by the U.S. Navy at four separate U.S. Navysites. This notice of intent is not a request for competitive proposals. However, allinterest and capability statements received within 15 days after date ofpublication of this synopsis will be considered by the Government. Adetermination by the Government not to compete based upon responses tothis notice is solely within the discretion of the Government. Informationreceived will normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. Any resulting procurementwould be conducted in accordance with FAR Part 15.
