Description
The Department of Energy (DOE), Environmental Management ConsolidatedBusiness Center (EMCBC) Office of Contracting, intends to issue a solicitation for 222-S Laboratory Analytical Services & Testing (LAS&T) at the Hanford Site near Richland, WA. This solicitation will be set aside for small business concerns. The North American Industry Classification System (NAICS) code for this requirement is 562910 Environmental Remediation Services and the small business size standard is 500 employees. The services to be procured are described in the draft Performance Work Statement (PWS) attached to this synopsis. The new proposed contract performance period will include a two-year base period and one (1) two-year option and one (1) single year option for a total of five years if all options are exercised. This effort is expected to result in a cost plus performance-based incentive fee type contract. Interested parties believing they have the capability to perform all the requirements in the draft PWS should plan to submit a formal proposal in response to the formal solicitation when it is released. It is anticipated that the formal solicitation will be published at least 3 weeks from the date this synopsis is published. A pre-proposal site tour of the Hanford Site 222-S Laboratory Complex will be held on Thursday, March 5, 2009 at 8:30 a.m. The tour will provide participants an overview of the facilities and the LAS&T activities as they relate to the requirements in the solicitation. Additional information regarding the site tour and other acquisition-related material can be found at: www.emcbc.doe.gov/ORP. Similar services are currently being performed under contract number DE-AC27-05RV14548 with Advanced Technologies and Laboratories International (ATL), Inc. The current contract will expire on January 3, 2010. This effort was previous published under DE-EI30-09CC00075 as a Sources Sought synopsis and request for information. See Numbered Note 1.
