- The Fleet and Industrial Supply Center, Norfolk Contracting Department, Norfolk Office, Norfolk VA, 23511-3392 intends to negotiate a brand name or equal Firm Fixed-Price contract for the SITE 100 Software Controlled Spinning Drop Tensiometer, which will be required by the United States Naval Academy (USNA), Annapolis MD. The Spinning Drop Tensiometer will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR part 13 - Simplified Acquisition Procedures. The acquisition of the SITE 100 Software Controlled Spinning Drop Tensiometer specifications meets the minimum requirements for classroom, lab, and research work currently in progress at the USNA. Required parameters include measurement of interfacial tensions down to10(-6) mN/m, temperature control 0 to 100 degree Celsius, spin up to 15,000 rpm with accuracy to 1 rpm, and have multiple lenses. Software must be able to control rotational speed and measure! single or automatic time dependent values of interfacial and surface tension. Site 100 Software Controlled Spinning Drop Tensiometer specifications meet these requirements. The required delivery date is projected to be 45 days after the receipt of the order. The North American Industry Classification System code for this acquisition is 423490. A request for a complete proposal package will be available for download on or about 06 February 2009 at the following websites: http://www.neco.navy.mil, www.fbo.gov or www.fedbizopps.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above cites. This office will no longer issue hard copy solicitations. By submitting an offer, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any f! ederal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
