Corrections Reform Program Coordinator, Mexico City, Mexico ISSUANCE DATE: 02/09/2009 CLOSING DATE: 03/08/2009 SOLICITATION NUMBER: PSC-09-018 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below US Personal Services Contract American Embassy Mexico City, Mexico Narcotics Affairs Section Corrections Reform Program Coordinator STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: The NAS-Mexico City is funded by the Bureau for International Narcotics and Law Enforcement Affairs (INL) in the Department of State, Office of Latin Programs and is based in the U.S. Embassy in Mexico City. The Bureau is responsible for the development, supervision, coordination and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL’s corrections programs are overseen by the Bureau’s Senior Corrections Advisor based in Washington, DC, Office of Civilian Police and Rule of Law. The Corrections Reform Program Coordinator (CRPC-M) for Mexico reports to the Narcotics Affairs Section (NAS) Director, serving as the corrections systems development expert on a full range of prison/corrections issues in Mexico. The CRPC-M provides technical corrections expertise on behalf of the NAS and INL in interagency settings, to assist the Government of Mexico reach its stated Goals and Objectives in reforming the corrections/prisons system in Mexico. The CRPC-M offers assistance in a variety of areas, to include technical assistance, contingency planning and development, training and equipment needs. S/he serves as a resource to the NAS Director and the Mexican Sub-Secretariat for Penitentiary Systems on corrections issues bringing together expertise from the United States, as well as other countries having innovative corrections projects and programs that could be considered by the Government of Mexico. STATEMENT OF WORK 1. Serves as the corrections expert and Corrections Reform Program Manager in Mexico. 2. Develops and coordinates corrections programs for Mexico in concert with other USG and Mexican law enforcement and criminal justice programs. 3. Serves as an advisory resource for the NAS Director and Mexican corrections officials on specific aspects of planning and implementation of ongoing corrections assistance programs in Mexico. 4. Supervises Corrections Reform Program Assistant (LES) position, oversees and coordinates program activities involving other corrections officials deployed to Mexico. 5. Provides policy analysis and program guidance to the NAS Director and Mexican officials on all aspects of corrections matters, addressing any of a number of issues related to corrections system reforms to include human rights issues related to prisoner incarceration; budgeting; development of correctional capacities and institutions; refurbishment and/or construction of correctional facilities and training plans. 6. Organizes and participates in meetings, seminars, and exercises to develop plans/programs for implementation of corrections assistance in Mexico and improve overall capacities to effectively modernize existing institutions. 7. Represents the NAS and INL, as needed, at domestic and international conferences on Government of Mexico corrections reforms. 8. Prepares background materials and reports used by the NAS Director-Mexico City in preparing reports, speeches, briefings, and testimony to articulate NAS/INL engagement on corrections reform aspects in Mexico. 9. Participates in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies and solicit greater cooperation and participation. 10. Other duties as requested and assigned by the NAS Director. LEVEL OF EFFORT The level of effort required over the period of this one-year contract is 100%. The position is full-time, with a minimum of 40 hours per week. Relationships The CRPC-M will report to the NAS Director Mexico City, and coordinate with the Mexico Desk Officer of INL/LP and the Senior Corrections Advisor for the Bureau for International Narcotics and Law Enforcement Affairs (INL), U.S. Department of State. Travel and Position Location The position is located in the U.S. Embassy in Mexico City, Mexico. Domestic (US and within Mexico ) and international travel is also required. KNOWLEDGE AND SKILLS REQUIRED Minimum requirements are as follows: U.S. Citizen able to obtain a Department of State Secret security clearance. A total of 15 years professional work experience: At least 10 years experience in corrections operations, management, organizational development, planning and/or training, 2 years of which must have been at the rank of assistant warden (or equivalent) or higher. At least 4 years experience in other senior management roles that strategic planning, resource management, and budgeting. Graduation from a certified state or federal corrections training academy. A bachelor’s degree for an accredited college or university. Individuals without a degree but with significant corrections management experience (minimum of five years) at the rank warden (or equivalent) or higher will be considered. Working knowledge and experience in corrections intelligence operations. Superior interpersonal skills. Superior writing and communication skills. Preferred qualifications include: Offeror’s are required to specifically address their qualifications, experience and expertise in the following areas. Experience in strategic planning, policy development and implementation of major agency-level programs. Experience/expertise developing corrections reform programs, especially in an international environment. Experience/ability in working overseas and with foreign government and international organization officials, to include oral and written communications in Spanish. Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). Assisting senior managers in the development and implementation of policy and programs, and ensuring objectives are clearly defined; Gathering, reviewing, and analyzing information relevant to corrections aspects of stability and reconstruction operations and making recommendations to senior management on appropriate actions to be taken based on findings; Being flexible in working under pressure, with limited time frames, and during times of rapidly developing events; Ability to adapt to changing circumstances and to brief senior level policy-makers; Ability to oversee contracts and/or contractors; and Ability to coordinate complex human resource and logistical operations. EVALUATION FACTORS A. Offeror’s experience and ability to provide policy guidance to senior level policy makers within the USG and the Government of Mexico. (20 points) B. Offeror’s experience and ability to substantially assist in developing and implementing plans for improving Mexican capacities quickly and effectively and designing and overseeing corrections programs within specific stability and reconstruction operations. (30 points) C. Offeror’s experience and ability to liaise with members of relevant USG agencies, domestic law enforcement and corrections agencies, and the international community for the purpose of gathering and disseminating information and developing complementary policies and programs to transfer to Mexican authorities. (20 points) D. Offeror’s demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form. (15 points). E. An evaluation of applicant’s ability to perform under the contract based on past performance. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (15 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
