Description
Purpose: The U.S. Customs and Border Protection (CBP), Office of Information Technology (OIT), Laboratories and Scientific Services (LSS) has issued this Request for Information (RFI) about the availability of customized heavy duty tool trucks equipped with the electrical and mechanical tools. The purpose of this vehicle is to provide Customs and Border Protection (CBP) officers with a mobile source of readily available tools and supplies for the intrusive inspection of vehicles or small size cargo containers at U.S. land and sea Ports of Entry (POEs) for concealed contraband. Background: The CBP is an agency of the Department of Homeland Security (DHS) that is responsible for targeting, selecting and examining cargo deemed a high-risk for terrorist-related activity, smuggling of contraband and/or trade law violations. CBP is also responsible for facilitating the timely release of low-risk cargo. CBP has a continuing requirement to interdict incoming contraband such as; weapons, explosives, illegal drugs and outgoing currency through examination of bulk cargo containers, passenger baggage, and international mail parcels. Objective: To acquire market information regarding the availability of customized tools trucks, i.e., Class V trucks with dual rear wheels, crew cabs and chassis with a service body conversion and heavy-duty pintle/ball trailer towing systems. The attached draft Statement of Work outlines the applicable technical specifications. RFI Submission Requirements: Please include the following information in your submission: Technical Approach: Please describe or provide descriptive literature regarding the type of vehicle (s) available, the process used for integration of the service body to the chassis, delivery lead times, the general market price range based on the draft technical specifications, feasibility of fixing prices for five years, and the ability to buy truck chasses for CBP through the General Services Administrations Fleet Vehicle Purchasing Program. Also please comment on the content of the attached draft statement of work. Operating Conditions: Describe the truck operability in all weather conditions including severe conditions such as floods, hurricanes, ice storms and etc. All vehicles and equipment may be operated under adverse operating conditions exceeding the manufactures extreme duty maintenance definitions. Submission Guidelines: Each offeror should provide its responses in the following order: Required RFI sections: (1)Cover page that includes company name, complete mailing address, and web page. (2)Contact information(name/title/telephone#/fax#/email address) for the following company representatives: •Technical Representative •Business Representative •Contract Representative •Applicable Federal Supply Schedule Contract Number •Business size and type (3)Technical Approach (4)Operating Conditions (5)Additional Information (as needed): All responses are to be on company letterhead in electronic format utilizing PDF. Submission of lengthy responses is not encouraged; brevity is better. All data received in response to this RFI marked or designated as business confidential or proprietary will be fully protected from release outside the government. Responses should be marked identifying proprietary areas or specific proprietary technology. General proprietary markings are not acceptable. Questions must be submitted via email only to cliff.greenhow@dhs.gov within 7 days of this posting. All packages submitted electronically or by electronic media shall be free of any computer virus. If a virus is found, the package will be destroyed and a replacement will be requested, which must be provided within three days after notification. All material provided will be treated as confidential. Company proprietary data will be reviewed by government employees and authorized representative only. This RFI is for planning purposes, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. Parties responding to this RFI are responsible for all costs associated with preparation of a response. This RFI is issued solely for market research purposes and does not represent any current or future commitment by the government.
