Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), NESDIS Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with Ilex Engineering, Inc. using the procedures in FAR Parts 6 and 13. The NESDIS/Ground Systems Division has a requirement to provide Enhanced software, installation, running tests and training for the administrators. The NOAA Wallops Command and Acquisition Station (WCDAS) located in Wallops island Virginia, supports a variety of data collection activities and is responsible for world-wide dissemination of this data. Two of these systems are the Local Readout Ground Stations (LRGS) and the Low Rate Information Transfer (LRIT) systems. The LRIT and the LRGS were developed and installed by Ilex Engineering. Two years ago, ILEX Engineering wrote software for the Wallops LRGS machines to generate files containing DCS data, and then to send them to Suitland via network for insertion into the LRIT uplink data stream. These software based systems are relied upon to provide data to NOAA's world-wide customers, as well as to other NOAA subsystems for real-time dissemination. The LRGS and the LRIT systems are both software applications that are resident on the same two servers, with one server configured as primary and the other as an off line backup. The Wallops LRGS is part of a larger network that is used for the ingest and dissemination of all of the GOES Data Collection System (DCS) data. This data includes the monitoring of routine data measurements as well as critical data (volcanoes, earthquakes, floods, fires, etc.) The Wallops LRIT application resides on the same server as the LRGS application and makes use of the same DCS data to form file packets for transmission to Suitland, Md. where the data is inserted into the GOES Low Rate Information Transmission (LRIT) stream. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 81390, small business size 6.5. mill. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Amy.Sanderswhite@noaa.gov or faxed to (301) 713-0806 by February 20, 2009. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-30. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
