Description
THIS IS A SOURCE SOUGHT NOTICE ONLY. This request is for information only and is not a Request for Proposal, nor does it commit the Government to award a contract. There will not be a solicitation, specifications or drawings available at this time. The Government will not pay for any information that is provided in response to this request. The intent of this sources sought notice is to identify potential small business sources. The Naval Facilities Engineering Command (NAVFAC), Mid-Atlantic Division, Norfolk, Virginia is seeking Service-Disabled Veteran-Owned, certified HUBZone, certified 8(a), and certified Small Disadvantaged Businesses with current relevant qualifications, experience, personnel and capability to perform WASTEWATER TREATMENT. The work shall be performed at Norfolk Naval Shipyard, Building 1593, Portsmouth, VA. The proposed contract will be Indefinite Delivery-Indefinite Quantity (IDIQ) type contract. The contractor shall provide necessary equip! ment; materials and personnel required to process (both mechanically and chemically) dry dock industrial waste water, and ship's bilge water for discharge to the Virginia Pollution Discharge Elimination System (VPDES). The contractor shall transfer waste water from holding tanks for treatment, treat the water, and discharge the water to the VPDES entrance designated by the Government. The contractor shall monitor and record water flow received for treatment using Government provided flow-meters. Rainfall which contributes significantly to dry dock waste water will occur in random amounts, bilge water will occur depending upon ship's arrival. Estimated annual accumulation of water to be processed is 30,000,000 gallons. Business sources to provide all labor, management, material, facilities, transportation, incidental engineering, and other items necessary, as well as testing and analysis to treat industrial Wastewater as provided by NNSY Environmental Department Code 106.3. ! Additional information related to this procurement will be available once the specifications are available in electronic format only on www.neco.navy.mil website. A contract utilizing source selection evaluation factors is anticipated. The North American Industrial Code System (NAICS) code is 562219 with a size standard of $11.5M. Interested sources should provide a letter of interest via e-mail in Microsoft Word format to the Contract Specialist, Betty Diggs: betty.diggs@navy.mil. Please provide a capability statement of your company's ability to perform these services. The statement of capability and experience in Wastewater Treatment shall include the following: 1) Name and address of firm, 2) Relevant experience and past performance, 3) Size, status, program, if applicable, 4) Ownership, 5) Year firm was established, 6) Name of two principles to contact, including title and telephone number, 7) Approved NAICS for your firm, 8) financial capacity to perform a contract of this scope; and 9) understanding of applicable laws related to th! ese services. Respondents will not be notified of the results of this notice as the main function of this notice is to assist the Contract Specialist in determining a set.-aside strategy for this procurement. Information from all interested parties to be accepted up to and on the due date of 20 February 2009.
