- This is a combined synopsis/solicitation being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the June 2008 Federal Acquisition revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-26. This acquisition is NOT a small business set-aside and the NAICS code is 541219. This announcement constitutes the formal Request for Quotation (RFQ) and NO additional written solicitation will be issued. Background: The Division of Medical Arts and Printing (DMAP), Printing Services Branch (PSB) provides printing and document management/conversion services to the NIH community. In addition, the PSB is responsible for advising NIH leadership on major printing and reprographic policy, providing federal policy for management of the NIH Printing Program, to insure adherence to the regulations of Title 44, Government Printing and Binding Regulations of the Joint Committee on Printing (JCP), Congress of the United States, liaison with the Public Health Service (PHS), Department of Health and Human Services (DHHS), Government Printing Office (GPO), and other government agencies and commercial printing vendors on printing related matters. The PSB provides the NIH community with expertise on current and emerging technologies related to printing and document management/conversion. The PSB provides consultation and advisory services to the Institute Centers (ICs) in matters relating to printing products and services and manages and administers the commercial printing program for NH. The PSB provides on-site document management/conversion and digital print services, to include research grant digitalization, reproduction and distribution to the NIH community. The PSB conducts studies and surveys to determine timeliness and adequacy of services being provided, researches and implements methods to reduce cost and improve service levels, and provides consultation on printing and document management and conversion services. The PSB is fee-for-service. The purpose of this project is to provide accounting and consulting services and assistance to the PSB. Purpose and Objectives for the Procurement To provide accounting and consulting services to the PSB through the fiscal year to include the following: As requested, ● Accounting Services, to include analyzing, processing and summarization of transactions, classifying accounting transactions, resolving accounting issues, assessing internal controls and recommending improvements by data collection from the ADB, SOFie and NIH DWH, for the purpose of providing production units, revenue and expenditure reports to the PSB on a monthly basis. ● Administrative Data Base System (ADB), tracks printing orders, obligations, processes billing, corrects error tables, checks status of grant renewal Universal Numbers, and conducts audits as needed. ● Service and Supply Fund, Provides reports as requested by the DMAP Printing Officer or NIH customers, using ADB data, as requested. ● Troubleshooting billing problems and credits with ADB/SSF as requested by the Printing Officer, DMAP. What the PSB expects as a result of the service being provided is that we will be able to meet our budget and rate study projections for fiscal year 2009. Contractor Requirements Contractor must have access to the ADB, SOFie and SSFAS systems in order to run the necessary reports. The results from the contractor are expected to be the same as what the government expects. Government Responsibilities The contractor will have access to the SSFAS, SOFie, ADB and other applicable systems utilized by the PSB. No property will be given to the contractor.
