Description
SOURCES SOUGHT DESCRIPTION: MARKET RESEARCH. NO SOLICITATION DOCUMENT EXISTS. The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research for potential sources to manufacture a government designed Plate Carrier (PC) system. The PC system will require a body armor solution that allows commanders to maintain the same direct fire protection as currently fielded USMC tactical vests by allowing for the tradeoff of some indirect fire protection area of coverage in order to reduce weight and thermal load, and increase Marine mobility and lethality. The PC will be comprised of a vest with sewn in soft armor panels that provides indirect fire protection a minimum of one-half inch beyond the area of coverage provided by the Enhanced Small Arms Protective Insert (ESAPI) plate. It differs from currently fielded USMC tactical vests in that the area of coverage is reduced to the minimum acceptable area for use with the ESAPI plate. The total weight and associated thermal burden are minimized thereb! y enhancing the individual Marine's mobility and lethality. The Government PC technical data package is not currently available but a copy of Purchase Description Body Armor, Multiple Threat/Interceptor, CO/PD 00-02G is being provided as an attachment to this sources sought in order to familiarize respondents with the format and general information that will be provided in the final technical data package. The primary differences between the information provide in CO/PD 00-02G and the final technical data package will be related to patterns and the use of coyote brown 498 in place of Universal Camouflage. Significant changes in materials or methods/techniques used in assembly are not being contemplated at this time. REQUEST FOR WRITTEN RESPONSES: Responses from interested businesses should include the following: 1) Business name, business size, address, and point of contact information (name, email and phone number). 2) Manufacturing capability to provide approximately 70,000 PCs (including soft armor panels that meet all of the Interceptor Body Armor (IBA) ballistic requirements referenced in paragraphs 3.5 thru 3.5.3 of CO/PD 00-02G) at a rate of approximately 7,000 per month beginning on or about the 1st quarter of FY 10. Include information about capacity of facilities, equipment, personnel, established quality assurance processes and corrective action methods. Also include information regarding anticipated future production efforts that your company will likely be engaged in during the period of 1 Oct 09 thru 1 Oct 10. 3) Past performance information on current and previous contracts performed within the past three (3) years for items similar in size and complexity to the PC effort. All interested companies are encouraged to respond to this sources sought by submitting the above information NLT COB 27 February 2009 (EST).
