Description
SOURCES SOUGHT DESCRIPTION: MARKET RESEARCH. NO SOLICITATION DOCUMENT EXISTS. The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research for potential sources to manufacture a government designed Improved Modular Tactical Vest (IMTV) system. The IMTV system carries both soft and hard armor components and has an added capability to incorporate side armor plates. In addition, the IMTV is designed to be an effective load bearing system, using Modular Lightweight Load-Carrying Equipment (MOLLE) webbing loops and built-in pockets, to accommodate a wide variety of commonly used USMC warfighting equipment. The IMTV system provides a number of features that improve upon mission performance, user comfort, and improved load carrying capability when compared to the existing MTV including: 1) Modified removable ballistic panel pattern to provide more acceptable body coverage and protection2) Improved ergonomics, mobility, and fit at the shoulders3) Improved cummerbund design4) Improved comfort utilizing a lumbar pad/ support5) Increased MOLLE footprint for load carriage The Government IMTV technical data package is not currently available, however, a copy of Purchase Description Body Armor, Multiple Threat/Interceptor, CO/PD 00-02G is being provided as an attachment to this sources sought in order to familiarize respondents with the format and general information that will be provided in the final technical data package. The primary differences between the information provide in CO/PD 00-02G and the final technical data package will be related to patterns and the use of coyote brown 498 in place of Universal Camouflage. Significant changes in materials or methods/techniques used in assembly are not being contemplated at this time. REQUEST FOR WRITTEN RESPONSES: Responses from interested businesses should include the following: 1) Business name, business size, address, and point of contact information (name, email and phone number). 2) Manufacturing capability to provide approximately 108,000 IMTVs (including soft armor panels that meet all of the Interceptor Boday Armor (IBA) ballistic requirements referenced in paragraphs 3.5 thru 3.5.3 of CO/PD 00-02G) at a rate of approximately 9,000 per month beginning on or about 1st quarter of FY 10. Include information about the facilities capacity, equipment, personnel, established quality assurance processes and corrective action methods. Also include information regarding anticipated future production efforts that your company will likely be engaged in during the period of 1 Oct 09 thru 1 Oct 10. 3) Past performance information on current and previous contracts performed within the past three (3) years for items similar in size and complexity to the PC effort. All interested companies are encouraged to respond to this sources sought by submitting the above information NLT COB 27 February 2009 (EST).
