- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Surgery Branch plans to procure on a sole source basis, an analysis of gene expression profile in patients with mestastatic melanoma or renal cell cancer treated with IL-2 with Affymetrix Inc.; 3420 Central Expressway; Santa Clara, CA 95051. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 334516 the business size standard is 7.0 M employees. The period of performance for this procurement is for twelve months from the date of award. The National Cancer Institute (NCI), Center for Cancer Research (CCR), Surgery Branch is conducting a research of gene expression profile in patients with metastatic melanoma or renal cell cancer who were treated with interleukin-2 (IL-2). NCI is proposing to purchase the Affymetrix Human gene array reagent kit for this study. This is a collaborative study between Surgery Branch and Clinical Center, Department of Transfusion Medicine. The kit is critical to the mission of the NCI in understanding the differential gene expression between IL-2 responders and non-responders. The samples were obtained before and after patients were treated with IL-2. The study will compare the differential expression between responders and non-responders, as well as pre- and post- samples. The kit includes 160 human gene array-reagent kit and hybridization washing reagent kit. The Affymetrix human gene array reagent kit is the only available kit for the Affymetrix gene chip system which is used to study the samples mentioned above. No other source is known to the NCI that can provide the services required regarding gene expression profiling in patients within NIH. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on February 16, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
