- THERE ARE NO FUNDS AGAINST THIS BAA SOLICITATION. This is the Broad Agency Announcement (BAA) for the ElectromagneticsTechnology Division of the Air Force Research Laboratory (AFRL/RYH), set forth under the provisions of paragraph 6.102(d) (2) of the Federal Acquisition Regulation, which provides for the competitive selection of research proposals. Awards for proposals submitted in response to this BAA are considered to be the results of full and open competition and in full compliance with the provision of PL 98-369, The Competition in Contracting Act of 1984. For purposes of this announcement, basic research (6.1) is defined to be scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge and understanding related to long term national security needs rather than focusing on a specific system or hardware solution. It provides part of the base for subsequent exploratory (6.2) and advanced (6.3) developments in defense related technologies. Under this BAA 6.1, 6.2, and 6.3 proposals are solicited. This BAA shall remain open for a period of! two calendar years from the initial date of publication. AFRL/RYH contracts with educational institutions, non-profit organizations, and industry for electromagnetics research. This BAA is intended to cover, in general nature, all technical areas of interest to the Division. Persons contemplating submission of a proposal to the Electromagnetics Technology Division are encouraged to not only carefully peruse this BAA, but to contact the appropriate point of contact identified in this publication as well, to ascertain the extent of interest which AFRL/RYH may have in specific research projects. The program is organized by scientific discipline, and the reader may note some overlap between sections. The research areas described could have short or long-range impact on Air Force capabilities. Typical research programs sponsored by AFRL/RYH vary in length from 6 to 36 months and require from 0.5 to 10 total man-years to complete, but these should not be construed as rigid requirements. If progress in certain areas requires several investigators, and especially if an interdisciplinary approach is necessary, AFRL/RYH will consider proposals for more comprehensive research programs. Only a small number of such large programs may be initiated in a single fiscal year.
