Description
Concerns having the ability to furnish the services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 10 calendar days from the date of this synopsis. The U. S. Geological Survey, Geospatial Information Office has a requirement for imagery for the Austin metropolitan area covering a geographic extent of approximately thirteen 7.5-minute USGS Topographic quadrangles. Area covers the Austin NGA UA footprint for 134 urban areas. The total project area is approximately 1,750 square miles; it covers the county of Travis, and portions of the counties of Williamson, Hays, Comal, Guadalupe, Caldwell, Fayette, and Burnet. Capital Area Council of Governments (CAPCOG) is the umbrella agency for the regional GeoMap Program. The Geomap Program is a local partnership between public and private organizations, created to build geospatial data for the region. CAPCOG currently has in place a multi-year, cost-sharing initiative to acquire current digital orthoimagery on an "as needed" basis for the Austin metropolitan area, to be used as a geographic reference base. Resulting applications from orthoimagery include 9-1-1 mapping, disaster preparedness, local and site level planning, preliminary engineering, infrastructure management, watershed and floodplain management and tax appraisal mapping. The project is a collaborative effort with over 10 contributing partners from city, county, regional, state, and Federal agencies. The area of coverage includes the county of Travis, and portions of the counties of Williamson, Hays, Comal, Guadalupe, Caldwell, Fayette, and Burnet. The area completely covers the National Geospatial Intelligence Agency (NGA) 134 urban areas footprint for the Austin metropolitan area. This USGS project will leverage the CAPCOG contract award for orthoimagery. The orthorectified digital imagery requirements include the following: Coverage of the identified area in the attached image; 6-inch Ground Sample Distance; True Natural color; Horizontal accuracy will be consistent with NSSDA standard for 1"=100' mapping; NAD 83 Datum; State Plane, Texas Central Zone, units in U.S. feet; GeoTiff file format; USGS High resolution DOQ requirement. Imagery will be collected during February of 2009. The anticipated delivery date to USGS is September 15, 2009. Based on the information at this time, the government considers the services specified as a sole source from the Capital Area Council of Governments-Austin, 6800 Burleson Rd, Austin, TX 78744-2306, and proposes to negotiate a contract with the firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, request for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Governments only official notice of this procurement.
