Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), NESDIS Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with Lee Technologies Services, Inc. using the procedures in FAR Parts 6 and 13. The National Weather Telecommunications Operations Center has a requirement to provide maintenance for MGE uninteruptable power supply (UPS) and associated equipment located at the backup site. This is one base year with two option years. The National Weather Service Telecommunications Gateway (TG) is a critical link in the national and global infrastructure that collects and distributes weather data. The NWSTG, operating in a real time environment, ensures NWS meets its mission to provide weather and flood warnings; public forecasts; and, advisories for the entire United States, its territories, adjacent waters and ocean areas. The Continuity of Operations Plan for the TG depends upon having a back-up facility (the BTG) at a remote site which is capable of being activated in time of emergency to assure that the NWS can carry out is mission. The BTG at the Mt. Weather Emergency Operations Center, a FEMA site, is comprised of all the essential switching and network systems to provide an effective means of back-up. These electronic systems must, however, be continuously protected against any electric power fluctuations or outages by means of the UPS and PDUs. These latter systems, therefore, require on-going maintenance and provision for emergency repair service. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 423610, small business size 100 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Amy.Sanderswhite@noaa.gov or faxed to (301) 713-1024 by February 13, 2009. Award will be made using FAR 30, Simplified acquisition procedures, current through FAC 2005-26. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
