- The Department of Veterans Affairs is seeking construction contractors to construct a new Blind Rehabilitation Center at the VA Medical Center in Biloxi, MS. The project number is 520HS2317G. Competition for this procurement is unrestricted. The contractor shall provide all labor, materials, transportation, supervision, supplies and tools necessary for the construction of a two level stand-alone rehabilitation facility to train sight-impaired veterans for living independently. Construction shall include strengthened structural and architectural elements for blast and hurricane protection. Work zone is at the entrance to an operation medical center so coordination to maintain full access for patients, visitors and staff is primary. Add Alternates are indicated for adding an entrance canopy, and an additional elevator stop. Work shall include general construction, fire protection, plumbing, mechanical, electrical, site work, rough-in for specific rehabilitation equipment, finishes specific to enhance sight-impaired coordination and control, and other work as described in the specifications and on the drawings. Site work includes roadway improvements, parking, walks and site lighting at the VA Medical Center in Biloxi, MS. The estimate cost range for the project is between $10,000,000 and $20,000,000. The firm must be a General Construction firm approved under NAICS Code 236220 and the size standard is $33.5 Million. Small business subcontracting goals for this project are as follows: (a) 28.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 7% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% Hubzone Small Business, and (f) 10% Veteran-Owned Small Business (VOSB). Prospective contractors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov prior to award. Prospective offerors/contractors may obtain copies of solicitation documents, which are available only in.pdf electronic format, by registering and downloading plans and specifications from the FedBizOpps website at www.fbo.gov (to access export controlled solicitations, vendor must have an MNPN in CCR, a DUNS number, and be registered in FebBizOpps) A Pre-proposal conference is scheduled for March 5, 2009 at 9:00 PM local time in Building 17 at the VA Medical Center in Biloxi. Solicitation documents will be available on or about February 20, 2009 and the approximate proposal due date is March 26, 2009. Award of a firm fixed-price construction contract is anticipated for April 27, 2009. There will be no public bid opening. The proposals will be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact concerning the proposal received.
