- The USDA Forest Service, Southwestern Region, is soliciting quotes (RFQ) for Potable Water/Gray Water Trucks and Trailer Mounted Handwashing Stations to support emergency incidents, primarily in the Southwestern Region (Arizona and New Mexico). Responses must be submitted electronically through the FBO/VIPR Program by using the free Formatta Filler software, which is available from the following website: http://www.formatta.com/. No paper copies will be issued. Additional information on VIPR including a Vendor User Guide is available at the following website: http://www.fs.fed.us/business/incident/vipr.php. To respond to the RFQ, vendors must obtain a secure Level 2 account through the USDA eAuthentication system. The solicitation will be posted to this FBO website on or before 6 Feb 2009. The resulting multiple award agreements (I-BPAs) are set-aside 100% in a cascading order of preference: HUB-Zone small businesses, Service Disabled Veteran Owned Small Businesses (SDVOSB) and Small Businesses. The North American Industry Classification System (NAICS) code is 484220 and the size standard is $23.5 million. No pre-quotation meeting is scheduled. Vendors are encouraged to submit questions about the solicitation in writing to Anne Weiskircher either by email or hard copy no later than 26 Feb 2009. Questions and answers will be published to this website on or around 10 Mar 2009. The closing date for this solicitation is 4:30 PM MST 20 Mar 2009. Vendors are required to be registered in the Central Contractor Registry (CCR) and are highly encouraged to complete the On-line Registration and Certifications Application (ORCA) as stated in the solicitation.
