Description
The U.S. Department of Energy, National Nuclear SecurityAdministration (NNSA) Office of Business Services is contemplating awarding a small business sole-source, brand-name purchase under the authority of FAR 6.302-1, 41 USC 253(c)(1), with Rapid7 LLC, 545 Boylston Street, Boston, MA 02116. Under the authority of 41 U.S.C. 253(c)(1), and pursuant to FAR 6.302-1, Rapid7 LLC is the only known source and supplier of the NeXpose Vulnerability Management System, as well as the sole provider of technical support and subscription services. The NNSA decision to select the NeXpose Vulnerability Management System will aid in providing cost effective, reliable and secure computing and information management services to employ Java Expert System Shell (JESS), the artificial intelligence engine, to NNSA Headquarters, Site Offices and the Service Center. To purchase different vulnerability management systems would result in additional costs to NNSA to develop, install, and implement. BRAND NAME JUSTIFICATION: The NNSA is restricting consideration for this requirement to items peculiar to one manufacturer as identified. The items listed are essential to the NNSAs requirements. The Government intends to award one Firm-Fixed Price Contract for the following contract line items (CLINs) manufactured by NeXpose: CLIN 0001, Quantity 2 each, part number NXNSC5, NeXpose Vulnerability Management System CLIN 0002, Quantity 5000 each, part number NXIPLIC, NeXpose IP License for Specified IP Range CLIN 0003, Quantity 2 each, part number NXDISCLIC, NeXpose Discovery License for Specified Number of IPs CLIN 0004, Quantity 2 each, part number NXAPPLIANCE, NeXpose Appliance CLIN 0005, Quantity 1 each, 3 DAY, NeXpose Jump Start Installation and Training This will be accomplished under the part FAR 12 Acquisition of Commercial Items and FAR 13 Simplified Acquisition. The applicable North American Industry Classification System (NAICS) code for the proposed acquisition is 511210 with a business size standard of $25 million. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. This notice in no way obligates the Government to award any contract. NNSA will not be responsible for any costs incurred by responding to this Notice.
