Description

The U.S. Securities and Exchange Commission (SEC) intends to award a sole source firm-fixed price contract to Morningstar U.S.A. This sole source contract is for an internet-based service that provides access to detailed information on hedge funds. The SEC intends to negotiate with only one source under authority of FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. Morningstar is the only vendor capable of delivering the data from the Altvest database in the PerTrac format that is required by the Commission. This information is not available from any other source. The period of performance will be for one year, effective March 15, 2009. Interested organizations may submit their capability statements and qualifications for the provision of this requirement, which may or may not be considered by the SEC. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. This is a Notice of Intent, not a solicitation. No solicitation will be issued for this sole source requirement and no other information will be provided.
