Description
The Naval Undersea Warfare Center Detachment Newport, RI intends to make a sole source award to Adaptive Methods, Centreville, VA for services in support of testing of a SURTASS Headline and Roll Control (SHARC) production unit. The task requires the integration of the SHARC with a GFE instrumentation package. The work requires review of the NUWC supplied tow rig design in order to ensure that the design is mechanically compatible with the SHARC. It also requires contractor assistance in performing bench top and in water tow testing of the SHARC. Tasking is expected to require 316 hours of Systems Engineer labor, with a period of performance through 31 December 2009. The solicitation is expected to be released no earlier than 19 February 2009. The basis for the sole source is that Adaptive Methods developed and tested the SURTASS SHARC tow body, which is currently in use as part of the SURTASS system. The contractor is thus the only vendor who has the knowledge to integrate the instrumentation package with their product, SHARC. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
