Description
The Navy plans to issue a Request for Proposal (RFP) on or about 26 February 2009 to encourage industry participation in the development/production of the Acoustic Device Countermeasure ADC MK 3 & MK 4 devices. Both devices are 16-cm in diameter, expendable countermeasures externally launched from the 6-inch Countermeasure Set, Acoustic (CSA) External Countermeasure Launcher (ECL) systems. The ADC MK 3 and MK 4 countermeasures provide submarines the capability to counter torpedo and sonar threats, respectively. The Government contemplates award of a Firm Fixed Price (FFP) contract, with Cost Plus Fixed Fee (CPFF) components for engineering services and Cost Reimbursement (Cost Only) CLINs for other direct costs resulting from this solicitation. The RFP and related files listed under the solicitation will be issued electronically. Vendors wishing an electronic copy may download it directly to their workstation on or after the issue date by accessing the following address via the internet site or URL: http://www.neco.navy.mil. The specifications (Prime Item Performance Specification) for the ADC MK 3 & MK 4 are classified as Confidential. The PIPS may be obtained by contacting Nydia Roman Albertorio at nydia.romanalbertori@navy.mil. Accordingly, those intending to submit a proposal must submit the following information: the company's physical address, classified address, cage code, and point of contact for the information. The PIPS will not be released until the RFP has been issued and security clearances have been approved by the NAVSEA security office. Offerors may send in their security information early so the PIPS can be issued, if approved, at or about the same time as the RFP. This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis. This information is subject to modification and in no way binds the Government to award a contract. Please submit all comments and questions with the name of the procurement included in the subject line of your email to Nydia Roman Albertorio, Code: SEA-02625R, Naval Sea Systems Command; 1333 Isaac Hull Avenue, SE, Stop 2050, Washington, DC, 20636-2050, Phone (202) 781-2141, nydia.romanalbertori@navy.mil.
