- SOURCES SOUGHT. The intent of this synopsis is to identify potential qualified small businesses, 8(a) businesses, Historically Underutilized Business Zone (HUBZONE) companies who can perform the Architect/Engineering service described herein. The Government is seeking qualified small business sources with specific and recent experience in the design of a multi-story, approximately 272,000 square foot, multiple bay helicopter maintenance hangars. The construction contract value is estimated to be approximately $68,000,000. This project will be executed using the Early Contractor Involvement (ECI) approach (also known as CM@Risk). The Selected Firm will be expected to work closely with a Construction Manager (CM) in the early stages of design and shall provide a full range of architect-engineering services necessary for the design and construction of the helicopter maintenance hangar. Industry responses to this RFI may determine the Government's acquisition strategy. The! Government will evaluate a source's capability based on professional qualifications and experience, corporate experience, and past performance. Responses shall explain in detail: (1) the contractor's specific and unique experience with regard to the design of aircraft maintenance hangars; (2) recent team experience in participating in projects that used the Early Contractor Involvement (ECI) or CM@Risk approach; (3) Past performance with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules, and reliability of the firm's quality assurance and quality control program. Points of contact provided in other criteria may be contacted. A proposal with no record of relevant past performance information shall be evaluated neither favorably nor unfavorably; and (4) the firm's demonstrated knowledge of the San Diego area and ability to perform work in the San Diego area. This market survey is for information a! nd planning purposes only, and it does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. Offerors having the capability to perform this work are invited to submit a current SF 330 by 2:00 PM on 20 February 2009 to Michael.schriefer@navy.mil. Complete information must be submitted. The Government will not contact the concern for clarification of information.
