Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Office of Science and Technology (OST), Information Services Division (ISD) requires a utility software package to convert Oracle forms 6i, menus, associated program libraries, and reports compatible with Oracle middle tier 10g and database 11g. The utility software package shall be compatible with the following: Windows X86 computers (XP, Vista, and Server 2003) and/or Unix Solaris Operating System (SPARC 64 bit) (version 10); Oracle 10g (10.1.2.0.2); the current Oracle forms builder 6i (version 6.0.8.25.2); and the new Oracle Forms Builder 10g (version 10.1.2.0.2). The utility software package shall trap and provide any mechanism to fix de-supported constructs; deploy migrated forms on the web; be limited to no changes in coding conventions and no hard coding of paths; allow forms to attach to the program libraries during compilation; deploy ICON files; and update Forms-Module References during the migration process. The utility software package shall upgrade the numerous reports generated from forms using the run_report call. The vendor, through its expertise, shall provide technical ability and advice for resolving issues the utility package is unable to resolve, eg, providing prototype procedures and advice for using webutil integration between Oracle forms and Microsoft word templates that merge forms data with a word template and then print the merged documents. If there is a discovery that web enabled forms have a different look and feel, ATF requires an enterprise solution to quickly fix this, also a mechanism to resolve any unsupported fonts and key mappings. The utility software shall allow for automating any correction of problems found and allow the user to create new search/replace templates which incorporate the rules/standards of each individual client. These templates shall be executed during the migration process. Web enabled forms support pull down menus so any block, full screen, or lotus style menus must be recoded. The utility software must identify the unsupported menus and automatically replace these with the new menus during the migration process The utility software shall provide a means to analyze and suggest improvements in dealing with post query triggers that may require additional round trips to the application server for each row retrieved, promoting object similarities, and analyze the applications to identify objects that can use default values. The utility software package may either convert in tandem with Oracle migration assistant or on its own. All prospective offerors must be registered in the Central Contractor Registration prior to award. All responses are due via email to amanda.boshears@atf.gov by February 9, 2009 at 10AM Eastern Time.
