Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Technology and Industrial Relations Office of Nanotechnology, intends to procure on a sole-source basis with CanCure Consulting, LLC 11516 Darnestown Rd., Gaithersburg, MD 2078 for services for the Clinical Translation Efforts of Cancer Nanotechnology Initiatives. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b)(1). The North American Industry Classification System Code is 541690 and the business size standard is $7.0M. Period of performance: Performance shall be for six months from date of award. The proposed acquisition will allow NCI to carry out the activities of NCI's nanotechnology initiative in developing strategies towards translating engineered nanotechnologies to the clinic. The activities involve support and recommendations related to enhancing the operation of the NCI Alliance in Nanotechnology. It will also improve the operations related to maximal use of information and resources that allow research efforts to better assist with finding a cure for cancer. The contractor shall provide recommendations and guidance relating to the network of nanotechnology companies. These include: i) assessment of the companies' capabilities, ii) assessment of the companies' competitive position, iii) preparation of effective status report, and iv) development of effective communications among the investigator community and government program officers. The contractor shall resolve the complex issues specific to products expected to enter human clinical trials in next few years including data sharing, resource sharing and regulatory aspects of medical products. The contractor shall provide comprehensive reports with specific recommendations for activities. The work scope also includes interfaces with related cancer research and technology development programs that represent useful components for research such as bioinformatics, mouse models of human cancer, clinical trials and preclinical development programs for high throughput genomic sequencing, and proteomics. The contractor shall be a consultant service corporation in developing engineered nanotechnologies as targeted cancer therapeutic and imaging agents. With developing dialogs on contract research with a unique knowledge to support the work directed towards the evaluation of early stage companies focused on developing nanotechnology based therapies. CanCure Consulting, LLC is a recognized company with experience in providing support and consultant services in developing engineered nanotechnologies as targeted cancer therapeutic and imaging agents. CanCure can provide substantial experience with developing dialogs on contract research with a unique knowledge to support the work directed towards the evaluation of early stage companies focused on developing nanotechnology based therapies. She has been instrumental in developing dialogs on contract research and collaborations with major US, UK and other global Pharma and Biotech companies and key US academic, medical and research institutions. The company has extensive experience and knowledge on the business development methodologies that are essential for gaining valuable insights in the projects listed above. The methodologies include exploring market potential in the US for therapeutic (cancer) device, a non invasive Rotational Field Quantum Magnetic Resonance based device. CanCure Consulting, LLC understands the engineered nanotechnologies as targeted cancer therapeutics and imaging agents and the role of the products in contributing to finding solutions of mission critical problems in cancer research. CanCure is the only known source with the qualified experience and knowledge as described above to meet the requirements of the NCI. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on February 19, 2009. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
