Description
The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite and Data (NESDIS) has a requirement for (a) Comparative Analysis of Sea Ice Motion using the Special Sensor Microwave Imager (SSM/I) as compared to the Advance Microwave Scanning Radiometer for Earth Observing Systems (AMSR-E) and (b) a spatial forecast tool for operational use in generating 30 to 90 day outlooks for the Beaufort/Chukchi Seas region. NOAA intends to negotiate this requirement on a sole source basis with the University of Colorado pursuant to the authority of Title 41 United States Code, Section 253(c)(1). The University of Colorado is the only source known to be capable of performing this technical support because the University of Colorado has developed the algorithm software for both the SSM/I and AMSR-E and the software is not available to anyone else to work with and the University of Colorada has also developed the operational automated spatial sea-ice forecast system. Since the AMSM-E instrument is nearing the end of its planned mission life the University of Colorado will develop an overlap between AMSR-E and SSM/I to recalibrate and improve the SSM/I retrievals. The technical support will take place for a period of one year after award. Also, refinement of the spatial forecasting system developed by the National Snow and Ice Data Center and then transition it to an operational setting at National Ice Center to provide the capability to more easily generate spatial 30- to 90-day outlooks for the Beaufort/Chukchi Seas region. The technical support will take place for a period of one year after award. The place of performance will be on-site at University of Colorado, Boulder, Colorado. The University of Colorado has the unique operational knowledge of the software. The University of Colorado has ready access to the archival data because they maintain and use the algorithm for both SSM/I and AMSR-E and can perform a quick and comprehensive reanalysis. NAICS Code is 541712, size standard is 500 employees. Although NOAA expects that only the University of Colorado can provide the required technical support, all responsible sources may submit a statement of capabilities which shall be considered by the Government. Information submitted in response to this notice must be in sufficient detail to establish a bona fide capability to meet the requirement. Responses to this notice may be submitted via e-mail to mary.a.watson@noaa.gov no later than 12 noon on 2/20/09. A determination by Government to not open this requirement to competition based on responses to this notice is solely within the Government's discretion. Failure to submit documentation of capabilities (as described) will result in the Government proceeding as stated.
