- Description
- It is the intent of the Missile Defense Agency (MDA) Targets and Countermeasures Program Office, 5222 Martin Road, Redstone Arsenal, AL 35898, to negotiate on a sole source basis with Orbital Sciences Corporation (OSC), 3380 S. Price Road Chandler, AZ 85248. The proposed acquisition is directed to Orbital Sciences Corporation pursuant to the authority of FAR 6.302.1, “only one responsible source and no other supplies or services will satisfy agency requirements.” The proposed acquisition will require the contractor to provide a maximum quantity of one (1) Medium Range Target (MRT) for the FTM-16E2 mission in support of the Aegis Ballistic Missile Defense (BMD) Program. The Government contemplates procuring the MRT by adding a new Contract Line Item Number (CLIN) to an existing MDA Firm Fixed Priced (FFP) contract (HQ0147-08-C-0003) which contains other MRTs. The FTM-16E2 will include related target vehicle integration activities and Mission/Launch Support and Execution to be conducted at the Pacific Missile Range Facility (PMRF). The performance and technical requirements for this procurement are detailed under the Acquisition Technical Requirements (ATR) document of October 2008 and the MRT Technical Requirements Document (TRD) of August 2003. The MRT will be comprised of a Quick Reaction Launch Vehicle-2 (QRLV-2) which meets the critical ATR requirements in it’s “as built” configuration and a Castor IVB Booster with the necessary range safety options and flight termination systems required by PMRF along with data collection instrumentation, countermeasures and other mission requirements consistent with other Aegis BMD Program missions. The QRLV-2 contains many OSC proprietary items. Delivery of the FTM-16E2 integrated target vehicle must be provided in time to support a Best Estimate Test Date (BETD) of 60 days from 1 August – 30 September 2010. Orbital has all the necessary design, engineering, manufacturing, software, integration, and mission execution expertise. No other contractor fabricates the necessary configuration and integrates this vehicle or an equivalent medium range vehicle that satisfies the consistency requirement against FTM-16E2 within budget and schedule constraints.
