Description
NASA/ARC plans to issue a Request for Proposal (RFP) for construction of a newbuilding to be located on the existing Bush Circle at Moffett Field, California. Thebuilding and the on-site work shall be constructed as sustainable entities. THE PROJECTIS DESIGNED WITH A GOAL TO ACHIEVE LEED-NC V2.2 PLATINUM CERTIFICATION. The new facilitywill consist of a two (2) story structural steel framed building of approximately 50,000square feet total. The building is comprised of two (2) separate wings, two (2) storieseach with mechanical equipment on the roofs. In addition to the open office space, thebuilding includes a glass wall atrium, accessible restrooms, lunchrooms, elevator, andmechanical/electrical support areas. Construction also includes complete heating,ventilating, and air conditioning systems utilizing ground source heat pumps, electricaland data communications to support the building operations, photovoltaic power and solarhot-water systems, fire detection and suppression systems, an advanced lighting system,and security systems. The construction project also includes site preparation and siteutilities; installation of approximately 60 geothermal wells, parking, California nativelandscaping, hardscaping, and the development of a site storm water management system.The contract award will be based on the evaluation of three factors: MissionSuitability, Past Performance, and Price.The order of magnitude for the procurement is between $20,000,000 and $25,000,000. TheGovernment estimates the contract's period of performance as 550 to 730 calendar daysfrom the date the contractor receives the notice to proceed. The actual period ofperformance for the contract shall be based on the number of calendar days proposed bythe selected offer.This procurement is part of the Small Business Competitiveness Demonstration Program.The NAICS Code and small business size standard for this procurement are 236220 and$33,500,000, respectively. A DRAFT RFP will be released on or about February 13, 2009 for comments from potentialofferors. The Draft RFP will contain 60% plans and specifications. Comments regardingthe Draft RFP will be due February 26, 2009. The anticipated release date of the FINAL RFP is on or about March 12, 2009 with an offerdue date of April 23, 2009. Offers for the Mission Suitability and Past Performancefactors are due earlier on April 3, 2009. Contract award is anticipated to be made onJuly 22, 2009. All responsible sources may submit a proposal which shall be considered by the agency.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement [with the exception of thespecifications and drawings] will be available over the Internet. These documents willreside on a World-Wide Web (WWW) server, which may be accessed using a WWW browserapplication.
