Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Geomedia Research & Development, 6040 Strahan Rd, El Paso, TX 79932-1712. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. Geomedia Research & Development is the only known source that offers a portable seismic pavement analyzer (PSPA) which is a man-portable nondestructive seismic testing device for testing and evaluating the surface materials properties paved and unpaved roads and airfields. The man-portable nondestructive seismic testing device was developed by Geomedia Research and Development. The ERDCs Airfield and Pavements Branch has been conducting research using the PSPA for many years to develop relationships between seismic response and the material properties of concrete pavements. The correlations developed by ERDC are incorporated in the PSPA software and are used often on airfield pavement evaluation. Therefore, Geomeida Research & Development is the only known source that offers the PSPA and is capable of meeting the Governments requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on February 9, 2008. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Kimberly.L.Dulaney@usace.army.mil with solicitation number referenced in the subject line.
